Job Title:
Engineering Technician 3 Job Description This position supports the Transmission Portfolio Integration and Decision Support program within the Transmission Infrastructure Asset Management organization. The role involves providing cost estimates and capital program support for capital expansion and sustain engineering and construction projects. Responsibilities include coordinating process improvements, operational excellence efforts, and facilitating activities between engineering staff and project managers. Responsibilities Draft estimates for capital projects involving high voltage substations, lines, communication, relay, and control projects. Draft complex construction takeoff estimates for bundled high voltage transmission assets. Provide input for integration of cross-organizational process improvements and data-driven solutions. Make recommendations regarding components for improved estimating and development of cost estimate 'typicals'. Collaborate with design engineers, program managers, and others to develop project scope and incorporate feedback into estimates. Prepare detailed design, material, and procurement specifications, ensuring conformity to policies and budget constraints. Provide planning support and coordinate service plans with stakeholders for approved projects. Perform field research at remote sites to collect data from transmission assets. Prepare preliminary design layouts for estimating costs of high voltage projects. Compile technical results in reports and graphics to support engineering staff. Analyze actual versus estimated project costs, update estimating catalog based on market trends. Provide input on bids received for turnkey work and suggest improvements for estimating processes. Offer recommendations on cost estimation techniques and facilitate training within the team. Support and maintain databases related to engineering and administrative applications. Maintain official records in compliance with information governance and security standards. Essential Skills Systems analysis Project management Proficiency in Excel Business systems analysis 3 years of directly related engineering technician experience 3 years of experience in reading construction drawings and specifications Additional Skills & Qualifications Associate's Degree in Engineering Technology, Construction Management, or closely related field, or a Bachelor's Degree in Engineering, Mathematics, or Computer Science preferred. 6 years of experience required with a Bachelor's Degree, 8 years with an Associate's Degree, 10 years without a degree. Prior electric utility work experience preferred. Proficiency in technical writing. Knowledge of SCADA data/tools. Working knowledge of CAD. Experience in high voltage substation design and construction. Familiarity with system project requirements and electrical diagrams. Work Environment The work environment consists of a diverse team with backgrounds in design and construction of electrical distribution and telecommunication. Estimators collaborate internally and with other organizations to develop cost estimates. The role involves a mix of phone, email, and in-person meetings to gather information, which is then compiled into estimating software. The office environment is slower-paced with somewhat flexible hours and business casual attire. The work style is very independent with a focus on meeting deadlines. Job Type & Location This is a Contract position based out of Vancouver, WA. Pay and Benefits The pay range for this position is $34.00 - $39.00/hr.
