Job Description

Job Summary - Estimator Engineering Technician Actalent is seeking an experienced Engineering Technician to support Bonneville Power Administration's (BPA) Transmission Infrastructure Asset Management group. This role focuses on developing cost estimates and providing capital program support for high‑voltage transmission, substation, communication, relay, and control projects. The position collaborates closely with engineering, project, and asset management teams to improve estimating processes, support planning and design activities, and ensure accurate, data‑driven capital cost estimates. Key Responsibilities Prepare detailed and conceptual cost estimates for high‑voltage transmission and substation capital projects Develop construction takeoffs, estimating assemblies, and "typical" cost models Collaborate with engineering, planning, environmental, and project management teams to define scope and incorporate feedback into estimates Perform field data collection at transmission sites to support accurate estimating Prepare preliminary design layouts and technical documentation for estimating purposes Analyze actual vs. estimated costs, monitor market trends, and update estimating catalogs Review bids, explain variances, and recommend estimating improvements Support databases, recordkeeping, compliance, and knowledge sharing across TIS Qualifications Associate's or Bachelor's degree in Engineering Technology, Construction Management, Engineering, Computer Science, or related field (or equivalent experience) 6-10+ years of relevant experience depending on education level At least 3 years of engineering technician experience translating engineering requirements into specifications and cost estimates Minimum 3 years of experience reading construction drawings and specifications Eligibility requirements apply to some benefits and may depend on your job classification and length of employment.
