JOB SUMMARY
Staking Engineer I
- This position performs skilled technical work inspecting contractor crews and assisting with basic layout and design of natural gas service and main installations. Staking Engineer II
- This position performs skilled technical work assisting in the design of complex natural gas service and main installations and inspection of contractor crews performing work on system facilities. Staking Engineer III
- This position performs skilled technical work in the design of natural gas service and main installations and relocations.
Prepares NCDOT encroachment agreements and utility easements for the Gas Division. Assists with analysis using gas modeling software. An incumbent in this position may be designated as ( GAS) Staking Engineer I, II or III ( dependent upon the qualification, experience and knowledge of the selected applicant.

Utilize and update basic data in the Energy Resources Department GIS and assist creating reports in compliance software; includes production of simple maps and drawings. Assist with various internal software applications, such as OT Tracker, AVL, WebTMS, monitoring SCADA data and preparation of other associated reports. Assist with preparation of NCDOT encroachment agreements. Assist with preparation for leak debriefs and participate in leak debriefs. Performs other related duties as assigned. Preparation and submission of NCDOT encroachment agreements, compliance inspection reports, and project as-builts. Performs other related duties as assigned. Staking Engineer III Utilize, update data and maintain the Energy Resources department GIS; includes the production of complex maps, compliance reports and studies; maintains interfaces with other systems. Plan, layout and design gas main and service installations, which includes meeting with customers and contractors. Assist with analysis of system using gas modeling software. Maintain various internal software applications, such as OT Tracker, AVL, WebTMS, monitoring SCADA data and preparation of other associated reports. Complete investigations of damages to our system by third parties for billing and regulatory process analysis and conduct leak debriefs with associated parties. Staking Engineer I Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to a high school diploma or equivalent. Sufficient experience to understand the basic principles relevant to the major duties of the position usually associated with the completion of an apprenticeship/internship or having had a similar position on a natural gas utility construction crew for three or more years. Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated. Staking Engineer II Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to a high school diploma or equivalent. Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with two to three years of experience or service. Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated. Staking Engineer III Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to a high school diploma or equivalent. Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with five to seven years of experience or service. Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated. SUPERVISORY CONTROLS
The Energy Resources Gas System Engineer assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.

Guidelines include the CFR 40 Parts 191 192; American Public Gas Association Natural Gas Safety Handbook; American Gas Association GPTC guide; the City of Rocky Mount Personnel Manual; OSHA regulations; relevant federal and state laws and regulations; and City work policies and safety practices. These guidelines require judgment, selection, and interpretation in application.

SCOPE AND EFFECT
The purpose of this position is to inspect contractor crews and prepare and maintain geographic information system data. Success in this position contributes to the efficiency and effectiveness of department operations.
