ABOUT THE POSITION
The County of Riverside's Flood Control District is seeking a Senior Surveyor to join the Surveying and Mapping Division located in Riverside. This is a field-based leadership position, commonly referred to as a Survey Party Chief, responsible for directing daily field survey operations and supervising a small survey crew. The Senior Surveyor will serve as the field lead for a survey crew (typically 1-2 staff members), planning and coordinating daily work activities to ensure efficient and accurate completion of assignments. This position is responsible for establishing and maintaining survey control networks using GPS and conventional surveying methods, as well as staking out construction projects. Duties include coordinating field operations with contractors; processing GPS data; and conducting research for projects. The Senior Surveyor will also provide performance feedback and participate in evaluating subordinate staff. In addition to meeting the minimum qualifications, the most competitive candidates will demonstrate: Proven ability to effectively lead and supervise a survey crew in dynamic and difficult situations Comprehensive knowledge of local surveying principles, practices, and applicable laws and regulations, including the California Professional Land Surveyors' Act Advanced proficiency with modern surveying equipment (Carlson experience preferred), including GNSS receivers, total stations, digital and optical levels, HD scanning equipment, data collectors, and UAV/drone technology Possession of a California LSIT certification and FAA Part 107 Remote Pilot Certificate Strong interpersonal and communication skills with the ability to interact effectively with the public, contractors, inspectors, engineers, and fellow team members Commitment to advocate and prioritize training of subordinate crew members Enthusiasm for learning new equipment and practices, as well as innovate ways to apply new technologies in everyday workflows Experience surveying for a Government entity, including experience in building and maintaining flood control and capital improvement facilities Five to ten years of field surveying experience showing a progression of responsibility One to five years of office experience, including: research, boundary analysis, field data reduction, geodetic control processing and analysis, DTM/surface creation The Senior Surveyor is an underfill for the Senior Land Surveyor which is the California registered land surveyor classification and reports to an appropriate supervisory or manager level position. Incumbents supervise field survey crews, or an office section responsible for performing a specialized survey function, or multiple sections performing diverse or less complex survey related functions. The Senior Surveyor is responsible for maintaining adherence to established policies and procedures within assigned sections.Schedule:
This position follows a 4/10 schedule (four 10-hour days per week), Monday through Thursday, from 6:00 a.m. to 4:00 p.m. Meet The Team The Riverside County Flood Control and Water Conservation District provides for the control and conservation of flood and storm waters and for the protection of watercourses, watersheds, public highways, life and property from damage within its boundaries.EXAMPLES OF ESSENTIAL DUTIES
Assign and supervise, directly or through subordinates, technical and support staff engaged in various survey activities including, but not limited to, making preliminary, construction, property, subdivision, photogrammetric, 3D laser scanning, Light Detection and Ranging (LiDAR), Unmanned Aerial Systems (UAS), elevation, topographic surveys, land records research, and managing Geographic Information Systems (GIS) land cadastres. Supervise the checking of land division maps, records of survey maps, minor land division cases, right-of-way cases, and corner records; process geodetic and cadastral surveys; provide survey information to the public; prepare legal descriptions, documents, plans, maps, exhibits; input land records information into the survey divisions GIS land cadastre. Responsible for timely completion and technical proficiency of work assigned to area; monitor and participate in the training of subordinates; review subordinate staff's performance, prepare evaluations, and recommend appropriate personnel actions. Interview and make recommendations on the selection of subordinates; provide field crews with necessary support data and evaluate their reports for completeness and accuracy. Review pending jobs and supervise the assembly of all survey information including, but not limited to, construction and design plans, tract maps, parcel maps, right-of-way, minor land division cases, corner records, and records of survey needed to accomplish survey work. Set priorities, monitor progress of work, and advise on survey problems and procedures; prepare periodic progress and other activity reports.MINIMUM QUALIFICATIONS
Education:
Graduation from an accredited college or university with an associate's degree in land surveying, civil engineering, or a closely related field to the assignment. Possession of a valid certificate as a Land Surveyor-in-Training issued by the California State Board of Registration for Professional Engineers, Land Surveyors, and Geologists (BPELSG) may be substituted for the required education.Experience:
Two years of land surveying in a lead capacity.Knowledge of:
Effective methods of supervising and training personnel; survey principles and practices as applied to preliminary, legal, land, construction, topographic, geodetic, and photogrammetric surveys; mathematics through trigonometry as applied to surveying; the general principles of the subdivision of land and the Subdivision Map Act; the State Coordinate System.Ability to:
Supervise, plan, and direct the work of others in a complex technical section; interpret plans, specifications, and survey notes; establish and maintain effective working relationships with others.Other Requirements License:
Possession of a valid California Driver's License is required. This position involves travel to various locations throughout the county to conduct survey operations.Physical/Environmental Conditions/Requirements:
The Senior Surveyor will: Work in both field and office environments, with primary duties performed in the field Walk over uneven, rugged, and undeveloped terrain during survey operations Work in a variety of outdoor environmental conditions, including exposure to high temperatures, cold, wind, and rain Be exposed to local wildlife and natural field hazards while performing duties Work in and around active roadways, including traffic lanes and street intersections, while following established safety protocols Lift, carry, and set up surveying equipment such as tripods, levels, GNSS/GPS units, and related field instruments Safely transport and handle field equipment as part of daily survey operations Essential job duties must be performed with or without reasonable accommodations.
