Job Description

Professional Surveyor and Mapper Location:
22211 U.S. Highway 19 North, Building 16, Clearwater, FL 33765
Schedule:
Monday - Friday, 8:00 a.m. to 5:00 p.m. Performs professional surveying and mapping work in support of Pinellas County projects and operations. Serves as the Professional Surveyor and Mapper of Record , signing and sealing maps, reports, and land descriptions. This role supervises and develops technical staff and is responsible for reviewing plats in a timely manner, and the review of plats for compliance with Florida State Statutes 177 and County Land Development Code of Ordinances. This position will be responsible in attending preliminary plat and site plan meetings, boundary survey reviews, interpreting title and ownership of real property, and reviewing plat language in collaboration with other departments. Employees in this class perform complex work duties and are involved with public contact concerning County plats and other related activities. The incumbent signs, and seals plats for Conformity and other documents as Surveyor and Mapper of Record in responsible charge. The position may also serve as a subject matter expert on professional and technical matters and reports to the section manager. What Would You Do? Review subdivision plats, easement descriptions, and petitions to vacate to ensure compliance with Florida Statutes and to protect County interests and regulatory compliance. Leads and coordinates plat review efforts and initiatives. Supervises technical staff involved in the plat review process, title research, preparation of land descriptions; and review of land descriptions related to private development. Certifies final plats, land descriptions, and related documents in compliance with Florida Statutes. Ensure compliance with applicable laws, regulations, county codes, and safe work practices. Serves as a division representative and subject matter expert on platting and provides advice, education, and training to other departments and divisions on topics such as subdivisions, land boundaries, title, easements and rights‐of‐way. Responds to public and internal inquiries pertaining to subdivisions and recorded plats. Responds to requests from the Board of County Commissioners, County Administrator, and other departments within the County involving platting matters. Provide technical guidance, training, and performance oversight to survey and mapping staff. Performs other related duties as assigned. What Do You Need To Have? Possession and maintenance of an active Florida Professional Surveyor and Mapper (PSM) License is required.
Experience:
Eight (8) years of survey experience directly related to boundary or right of way, design, or construction of major public works projects that includes two (2) years of team lead, supervision, or supervisory training; or
Education:
Degree in surveying and mapping or related fields. An Associate's degree as described above, and plus six (6) years of experience as described above; or A Bachelor's degree as described above, and plus four (4) years of experience as described above; or A Florida registration as a Professional Surveyor and Mapper and an equivalent combination of education, training, and/or experience.
Additional Requirements:
Possession and maintenance of a valid State of Florida Driver's License upon hire with eligibility based upon evaluation of a Motor Vehicle Administration (MVA) driving report. Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations. Highly Desirable Knowledgeable of the State of Florida Plat laws. Experience in plat review and plat development. Thorough understanding of site plans and subdivision design. Thorough understanding of land title and encumbrance reports. Knowledge and experience in AutoCAD Civil 3D. Proficiency utilizing Microsoft Office products, including Word, Excel, and Outlook. Knowledge, Skills, and Abilities Exceptional oral and written communication skills, management and supervisory skills. Utilize computer systems and software as a tool to effectively manage and document the plat review process. Strong organizational skills. Experience with Microsoft Office products.
