Job Description

The City of Newark is seeking an experienced and qualified Land Surveyor to serve within the Department of Engineering as the Municipal Land Surveyor. Under direction, the incumbent is responsible for managing and maintaining the City's official tax maps, property records, and survey data, while providing technical and administrative support to engineering, planning and zoning, property management, public infrastructure, and legal functions. Work is primarily performed in an office setting with field assignments as required.
PRIMARY RESPONSIBILITIES
Tax Maps and Property Records Maintain the City's official tax maps in coordination with the New Jersey Department of the Treasury and the Essex County Tax Board for certification and compliance. Coordinate with the Tax Assessment and Tax Collection Offices to update and maintain the City's property tax records. Conduct deed research, compute property areas, and verify ownership and title information. Subdivision Review Review and approve major and minor subdivision maps and property descriptions for compliance with Newark Zoning and Land Use Regulations (NZLUR) and applicable Board actions. Conduct final compliance review of subdivision maps and deeds for certification prior to filing or recording with the Essex County Register's Office. Land Surveying and Engineering Support Provide survey control, benchmark data, and record maps and deeds to City departments, government agencies, and private firms for projects within the City of Newark. Perform survey calculations, area determinations, and mapping support for federal and state initiatives, including Superfund site remediation, flood prevention mitigation, and Green Acres ROSI administration. Support permitting, code enforcement, and property verification processes as required. CAD/GIS Mapping and Data Management Maintain CAD and GIS parcel and thematic files and layers utilizing MicroStation CONNECT and ESRI ArcGIS Pro applications. Prepare thematic maps and datasets for City departments and intergovernmental use. Coordinate with the Newark Office of Information Technology and allied divisions to maintain and enhance the City's enterprise GIS system. Collaborate with the New Jersey Office of GIS to manage public data sharing initiatives. Drug-Free Zone Certification Prepare and certify 1,000-foot school and 500-foot public drug-free zone determinations and letters as requested by the Essex County Prosecutor's Office. Update and maintain school and public facility listings in support of ongoing drug-free zone certifications. Street and Address Records Maintain the official City street map and ensure all proposed developments comply with Newark's 911 Locatable Address Ordinance. Coordinate with the Director of Engineering and the Division of Traffic and Signals to prepare ordinances and maps for right-of-way dedications and vacations for Municipal Council approval. Flood Damage Prevention and Watershed Management Review and advise the City's Floodplain Administrator regarding flood hazard determinations in accordance with FEMA Flood Insurance Rate Maps and Newark's Amended Flood Damage Prevention Ordinance. Provide survey and mapping services for the Newark Water and Sewer Utilities, including management of the City's 35,000-acre Pequannock Watershed properties in Passaic, Sussex, and Morris Counties. Decennial Census and Ward Mapping Coordinate with the U.S. Census Bureau and related agencies for the Local Update of Census Addresses (LUCA) and the Boundary and Annexation Survey (BAS). Work with the City Clerk's Office and Essex County Election Board to prepare and publish the City's official ward and election district maps following completion of the decennial census.
MINIMUM QUALIFICATIONS
Education:
Graduation from an accredited four-year college or university with a Bachelor's degree in Surveying, Civil Engineering, or a closely related field.
License:
Possession of a valid Professional Land Surveyor (PLS) license issued by the State of New Jersey.
Experience:
A minimum of three (3) years of responsible charge experience in both field and office land surveying, preferably within or in support of municipal or state government operations.
Skills and Competencies:
Proficiency in MicroStation CONNECT and ESRI ArcGIS Pro server applications. Comprehensive understanding of CAD/GIS applications and workflows. Thorough knowledge of land surveying principles, property law, easements, rights-of-way, dedications, vacations, and ownership chain of title. Ability to interpret and apply New Jersey statutes, municipal ordinances, and engineering standards related to property and land management.
