Duties Description The Health Care Surveyor Nurse 4 (HCS4) oversees all survey and surveyor activities. This requires knowledge of the State Operations Manual and all applicable regulations. The incumbent conducts quality assurance reviews of surveyor's investigation material and associated reports to ensure regulatory compliance and sufficient evidence to support a recommended citation. The Health Care Surveyor will oversee post-survey activities including recommending enforcement actions, reviewing Plans of Correction and conducting Post-Survey Revisits. The incumbent must be cognizant of program timelines and is responsible for maintaining tracking spreadsheets; serve as a Hospital and Diagnostic & Treatment Centers Surveillance Trainer in the Western Region Office. The Health Care Surveyor 4 will supervise federal training activities for all newly hired surveyors, complete evaluation/probation reports and assess surveyor competency. Additionally, the candidate will oversee training activity and supervision of existing hospital and diagnostic and treatment centers' surveillance staff in both office and field settings; participate in recertification surveys and conduct complaint investigations as needed. The incumbent will supervise a multidisciplinary team of investigators, conduct required performance reviews and develop appropriate performance programming to support ongoing growth, consistency, and quality performance. The incumbent will support the program as needed including to assist with emergency preparedness and management activities when needed, including off-hours and may be asked to support general investigations as assigned to receive cross-training and consistent programmatic improvements. The incumbent will need to be flexible and eager to work in a team-oriented environment that serves to protect the health and safety of New York State patients. The HCS4 will be available after normal business hours to respond to emergencies and will serve as Administrator on Duty for a regular assignment. The minimum qualifications required for this vacancy.
Minimum Qualifications Permanent Transfer Candidates:
Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive, service as a Health Care Surveyor 4 (Nursing), SG25 OR a NYS employee with one year of permanent or contingent-permanent, competitive, status in a title SG23 or higher and eligible to transfer under Section 70.1 AND be able to meet the non-competitive requirements below.

Possession of a license and current registration as a registered professional nurse in New York State and four years of post-licensure, specialized professional administrative or professional clinical experience. One year of the experience must have been at a supervisory level.
Substitution:
A master's degree in nursing can substitute for one year of non-supervisory post-licensure clinical nursing experience.
Preferred Qualifications:
Experience working in an acute care setting (e.g. hospital, diagnostic and treatment center, end stage renal disease facility and/or ambulatory surgery center) in a supervisory capacity and have experience training staff and evaluating staff performance. Self-motivated, able to provide and receive direction, and effectively participate in an interdisciplinary management team. Strong interpersonal skills, written, and verbal communication, observation and interviewing skills, and experience supervising surveillance and investigative activities. Ability to interpret regulations and policies and produce quality guidance documents for all audiences. Federal Surveyor Certification. Additional comments regarding the vacancy. Additional Comments The successful incumbent must be flexible and available to work varied hours, which may include weekends and holidays, to respond to emergencies and/or provide guidance relative to off-hours investigations, as needed. Travel, including travel to areas that may not be served by public transportation is required. The incumbent will be required to obtain federal surveyor certification within one year of appointment.

Posted salary range includes the statutory hiring rate at Step 4 and job rate for PS&T Salary Grade 25 ($108,576
  • $121,413) and an additional Geographic Pay Differential of $20,000This position is part of the
NYS HELPS
program. No examination is required. This position may require travel throughout New York State including overnights to areas not served by public transportation.
