Job Description
This home-based, full-time, permanent Medical Test Site Surveyor position is located within the Office of Health Systems Oversight in the Health Services Quality Assurance Division. Work may be performed remotely, from home, from the closest DOH facility, or an alternate location. Travel and field work is expected throughout multiple geographic areas in Washington State but primarily within the Western Washington region, specifically in the King, Pierce, and Thurston counties and will comprise approximately 35% of work time. The salary range listed reflects the 2% general wage increase scheduled to take effect July 1, 2026. The Opportunity As a vital member of the Medical Test Site Inspection & Investigation team, you'll serve as an agency expert in health care facility inspections and complaint investigations of state licensed and federally (CLIA) certified medical testing facilities recognized by the Centers for Medicare and Medicaid Services (CMS). Through timely, comprehensive, consistent, and fair inspections and investigations the Office of Health Systems Oversight (OHSO) supports the department's mission to protect the public. Key Responsibilities Include:
Planning and Preparation Developing an overall approach and creating an inspection or investigation plan by gathering information on past inspections, complaints, current laws, rules and regulations, team member/co-worker input for planning and organizing inspection and investigation processes. If assigned a complaint investigation, reviewing complaint documentation and allegations to determine if a possible violation of state or federal rules/regulations is within the jurisdiction of the regulated medical test site. If assigned a validation survey, reviewing findings of accrediting organizations, performing an on-site inspection, determining if the accrediting organizations requirements are equivalent to the MTS program rules and are enforced. Field Inspections, Investigations, and Compliance Evaluation Conducting on-site and off-site inspections and investigations primarily within the Western Washington region, specifically in the King, Pierce, and Thurston counties, to determine compliance with state licensing and federal CLIA certification standards for medical test sites. Observing, reviewing, and evaluating the medical test site's proficiency testing records, laboratory supervision and oversight, laboratory staff qualifications, laboratory staff training and competency assessment, testing records, quality assurance policies and effectiveness, quality control records, equipment maintenance records, and procedures during inspections and investigations to ensure health and safety standards are in compliance with laws, rules, and regulations. Interviewing laboratory directors, and/or designated representatives, concerning laboratory practices, procedures, quality plan, and clinical test results. Reporting and Enforcement Identifying findings during inspections and investigations using laws, rules, regulations and guidelines, environmental health and safety standards, standards of care, industry guidelines, and policies and procedures to compile and prepare necessary documentation of deficiencies or violations in support of proposed corrective or legal action. Creating written reports and giving verbal explanations of inspection or investigation findings. Relaying inspection and investigation findings in easy-to-understand terms relative to the experience of the individuals at the summation meetings. Making conclusions and preparing comprehensive reports to determine regulatory compliance for state licensure of medical test sites utilizing computer programs within performance measure timelines. Receive, evaluate, and approve proposed plan of correction reports and evidence of correction documentation from the facility. Additional Day to Day Responsibilities Provide education and technical assistance on compliance with state and federal CLIA regulations at the assigned medical test site facilities. Provide expert-level support and guidance for other Medical Test Site Surveyors and for general inquiries by customers or interested parties. As the Medical Test Site Surveyor , you'll w ork alongside dedicated teammates, providing support and guidance to other staff members, partners, and customers. Required Qualifications There are multiple pathways to qualify for this position. You must meet one of the options provided and any additional criteria listed. Experience may have been gained through paid or unpaid activities. Please ensure any relevant experience defined below is outlined in your cover letter, resume, and/or applicant profile. Option 1: Eight (8) or more years of clinical laboratory experience in high complexity testing in settings such as: hospital laboratory, clinical laboratory, or industrial medical laboratory, which includes two (2) years of supervisory, consultative, or surveying experience. (Clinical laboratory experience includes: Immunohematology (Transfusion Services), Chemistry, Hematology, Microbiology, Diagnostic Immunology, and/or Cytogenetics). Option 2: A bachelor's degree in laboratory science, biology, microbiology, chemistry, medical technology, or a closely related field; AND six (6) years of clinical laboratory experience which includes two (2) years of supervisory experience in a high complexity laboratory setting. (Clinical laboratory experience includes: Immunohematology (Transfusion Services), Chemistry, Hematology, Microbiology, Diagnostic Immunology, and/or Cytogenetics.) Option 3: A master's degree in laboratory science, biology, microbiology, chemistry, medical technology, or a closely related field; AND four (4) years of clinical laboratory experience, which includes two (2) years of supervisory experience in a high complexity laboratory setting. (Clinical laboratory experience includes: Immunohematology (Transfusion Services), Chemistry, Hematology, Microbiology, Diagnostic Immunology, and/or Cytogenetics.) Additional Required Knowledge, Skills, Abilities, and Experience National certification as a Medical Technologist (MT), Clinical Laboratory Scientist (CLS) or a Medical Laboratory Scientist (MLS) with American Society of Clinical Pathologists (ASCP), National Certification Agency for Medical Laboratory Personnel (NCA), American Medical Technologists (AMT), or equivalent nationally recognized certification agency. Including laboratory experience evaluating principles, practices, techniques and procedures of clinical laboratory work in laboratory specialties such as Immunohematology (Transfusion Services), Chemistry, Hematology, Microbiology, Diagnostic Immunology, and/or Cytogenetics according to state and federal CLIA certification laws, rules, and regulations. After a conditional offer of employment, a criminal history background check will be conducted. The duties of this position may require the incumbent to complete an identity verification/validation process to gain authorized access to a Center for Medicare & Medicaid Services system to perform the essential functions of the position. This verification/validation process may require the incumbent to provide government-issued identification, current photo/image, and social security number, and credit report. Preferred Qualifications While these aren't required, having them can help you stand out as a candidate. One (1) year experience as an intern in a clinical medical technology program. Three (3) or more years of supervisory experience. Experience working with and interpreting medical test site state laws, rules, and regulations. Experience in a regulatory, survey, inspection, investigation, or accreditation environment. Work Setting and Travel Requirements:
The official duty station for this position is home-based. This position works primarily in the Western Washington region, specifically in the King, Pierce, and Thurston counties within Washington state, and may be required to perform duties at other regions throughout Washington. Duties require regular travel to perform on-site inspections and investigations of facilities. W hen not traveling for work, the incumbent may work from home, from a DOH facility, or work remotely from an alternative location. When driving for state business, the employee must be able to legally operate a state or privately-owned vehicle; OR provide alternate transportation while on state business. When traveling for work, the position may require traveling alone or with another employee for multiple days and nights in or out of state. Exposure to hazards may include, but is not limited to, those found in mobile, home, DOH office, or laboratory environments. Duties may require moving objects weighing up to 30 lbs., including but not limited to: equipment and supplies for conducting onsite investigations and paper case files.
Schedule:
This position has a work schedule of 40 hours per week; however, the position may be expected to work longer hours to complete projects or meet business demands and deadlines, and/or work on holidays and weekends. An alternative or flexible work schedule may be considered at the incumbent's request, subject to supervisory approval.

This position uses standard office furniture and equipment, such as a desk, office chair, cell phone, computer, monitor(s), keyboard, and mouse; and when in the office, the position may also require the use of a printer, phone, fax machine, and/or copy machine.
Customer Interactions:
The position frequently requires engaging with customers in a variety of settings, including with facilities, patients, or complainants, agency staff, other state agencies, federal government, external partners, and statewide professional associations.
Other:
This position is covered by a bargaining unit for which the Washington Federation of State Employees (WFSE) is the exclusive representative.
