The Program Lead - Rural Health Sustainable Access will support initiatives aligned with efforts to strengthen rural healthcare systems by improving operational efficiency, enhancing care delivery models, and fostering partnerships that ensure long-term access to high-quality services. The ideal candidate brings experience in healthcare system transformation, rural health operations, and cross-system collaboration, with the ability to design and implement scalable solutions that connect rural providers with regional networks and resources. This is a Proposal-Based Opportunity for an upcoming rural healthcare workforce initiative. Engagement is contingent upon successful contract award. This position is open to Independent Contractors (1099) only at this time; as such, a valid Employer Identification Number (EIN) will be required in order to be considered for this opportunity. Responsibilities for the Program Lead -
Rural Health Sustainable Access Include:
Assess and support rural healthcare delivery models, identifying opportunities to improve access, efficiency, and sustainability Design and implement innovative care models, including shared services, regional partnerships, telehealth integration, and coordinated care networks Facilitate partnerships between rural providers, health systems, and community organizations to expand access to primary, specialty, and emergency care Support development of operational and financial sustainability strategies, including service line optimization and resource-sharing models Translate federal and state funding priorities (e.g., CMS, HRSA) into actionable program designs and implementation plans Lead stakeholder engagement efforts, including workshops, interviews, and collaborative planning sessions Develop strategic plans, roadmaps, and implementation frameworks that support long-term system viability Identify and implement technology-enabled solutions (e.g., telehealth, data sharing, care coordination platforms) Produce executive-level deliverables, including reports, presentations, and performance dashboards Support monitoring and evaluation of access and sustainability outcomes Qualifications for the Program Lead -
Rural Health Sustainable Access Include:
Bachelor's degree in Healthcare Administration, Public Health, Business, Health Policy, or a related field 10+ years of professional experience in healthcare delivery, system transformation, or consulting Demonstrated experience working with rural health systems, critical access hospitals, health systems, or public health agencies Experience with healthcare operations, access to care initiatives, or care model redesign Strong stakeholder engagement and facilitation experience, including work with executive and cross-sector partners Preferred Qualifications for the Program Lead - Rural health
