Job Description

Job Overview We are seeking a dynamic and detail-oriented Transportation Systems/Express Lanes Engineer to support Express Lanes design, implementation, operations, and maintenance located in San Jose, California. For the right candidate, a relocation package will be offered. Under general supervision, the Engineer will be part of a technical team primarily focusing on Express lanes program delivery and operations. The role includes both technical and coordination responsibilities, offering exposure to all phases of project development - from planning and design through deployment and operations. This is an exciting opportunity to work with a forward-thinking agency and collaborate with a talented team of engineers, planners, and system experts on one of the Bay Area's most expansive Express Lanes networks. You'll contribute to high-impact transportation solutions that improve regional mobility, sustainability, and equity. Responsibilities Responsibilities will include, but are not limited to the following: Collaborate in the design and development of toll concept plans, including requirements analysis, technology review and selection, development and communication of operational concepts, specifications development, testing, and commissioning. Participate in the request for proposal development and selection process for solicitations related to developing, delivering and operating Express Lanes. Provide guidance in the development of project materials such as, scopes of works, work plans, and project deliverables, including project planning, scheduling & tracking projects, civil design collaboration and Electronic Toll System (ETS) Development. Participate in Express Lanes (EL) related reviews and design workshops with system integrator (SI) during the software development process. Coordinate development of EL dynamic tolling design, including Toll Data Center (TDC), dashboard, and similar EL related elements. Assist during the Factory Acceptance test, System Site Acceptance Test and System Performance Evaluation & Approval process. Attend biweekly or monthly status meetings with project team. Coordinate with SI related to the maintenance activities, including preparing purchase requisitions, independent cost estimates and maintenance contracts. This includes assigning and tracking work activities and schedules, and delegating tasks. Provide assistance on management of the EL Traffic Operations Center. Perform checks on performance measures in monthly invoices. Oversee incident management and subsequently calculate revenue loss and prepare lessons-learned reports.
Other tasks may include:
1. Asset Management; Schedule lifecycle equipment replacements. 2. Resolve performance measures that are below requirements. 3. Schedule audits of performance measures. Candidate Specifications Possess the willingness and ability to learn basic concepts of traffic engineering and new system software applications. Detail oriented, organized, and possess the ability to manage multiple task workload. Ability to work independently and in a team environment with good interpersonal skills. Ability to collect, tabulate/graphically represent, and analyze data. Familiarity with local freeways and roadways within the Santa Clara County. 2 - 5 years of experience in transportation design, express lanes experience preferred. Required Qualifications B.S. in civil engineering, transportation planning, electrical engineering, or a related field Valid California Driver's License Proficiency in Microsoft Office Preferred Qualifications Experience in traffic or roadway engineering Experience in the development of PS&E for civil and/or highway projects Proficiency in data analytics and visualization software (SQL, Tableau, PowerBI, etc) PE License or ability to obtain within 12 months Experience working with public agencies or in a consultant capacity is a plus Strong analytical, problem-solving, and communication skills.
