April 13, 2026•This class performs project coordination and highly skilled, project specific, technical duties in area of specialty, including project design, review, and evaluation, technical document preparation, cost estimates, and reports, and supervises project personnel.EXAMPLE OF DUTIES
Manages engineering and capital improvement projects in assigned area of responsibility by coordinating the activities of Engineers, contractors, and/or other applicable parties, and providing guidance related to project creation, construction, scheduling, manpower, and/or other related issues Reviews and evaluates engineering plans, specifications, GIS maps and reports; prepares reports and/or comments regarding findings; provides input, assistance, and recommendations; ensures compliance with applicable standards and specifications Researches engineering issues, real estate, surveys and environmental issues, records, maps, documents, and/or other supporting documentation in support of project activities Responds to requests for information from the general public, other governmental agencies, internal departments, and/or other interested parties, and, when necessary, communicates issues to other appropriate personnel Oversees the administration of contracts for applicable engineering projects and/or maintenance activities in assigned area of responsibility Performs project inspections to ensure compliance with applicable standards and specifications Prepares for and participates in regular and routine meetings related to assigned projects and/or departmental activities Prepares cost estimates and quantity take-offs for design projects; coordinates cost analyses; requests fund allotments; prepares related financial forms for project processing; reviews and processes invoices, change orders, and/or other related financial management documents including management of grant agreements and associated reporting Reviews engineering studies in assigned area of responsibility Assists with budget preparation and administration by preparing cost estimates for budget recommendations and submitting justification for budget items Participates in developing policies and procedures, recommendations, standards, etc. in support of department operations and activities Performs other duties as assignedTYPICAL QUALIFICATIONS
Minimum Qualification Requirements:
Training and Experience:
Bachelor's Degree in an engineering or engineering related field, and a minimum of three years of experience in civil engineering work, one of which was in a project coordination or supervisory role, or, a combination of education and experience equivalent to these requirements.Licenses and Certifications:
Must possess a valid driver's license from state of residence Knowledge, Skills, Abilities, and Other Characteristics (KSAOs): supervisory principles general surveying practices and procedures engineering principles and practices construction standards and practices applicable federal, state, and local laws, rules, regulations, codes, and/or statutes budgeting principles project management principles advanced principles and practices in assigned area of responsibility monitoring and evaluating subordinates managing complex projects analyzing processes and making recommendations for improvement interpreting and applying applicable laws, rules, and regulations reviewing plans, specifications, technical studies, and reports for completeness and accuracy conducting research GIS, CADD, database management, and information technology communication and interpersonal skills as applied to interaction with coworkers, supervisors, other agencies, the general public, etc. that are sufficient to exchange or convey information and to receive directions for work delegate and prioritize work prepare a variety of reports and documents, including GIS maps and parcel information read and interpret plans, blueprints, sketches, maps, and/or other related construction documentsSUPPLEMENTAL INFORMATION

Positions in this class typically require talking, hearing, seeing, finger and hand dexterity, and repetitive motions.Light Work:
Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.
