This position is responsible for improving, enhancing, and ensuring the accuracy of all pavement data to better forecast the conditions and needs of the statewide pavement network. Reporting to the Pavement Asset Manager, this role involves developing criteria for analyzing pavement data and ensuring precise pavement inventory records and histories. Additionally, this position includes developing and maintaining the network-level testing program to ensure comprehensive coverage and the accuracy of testing data, supporting pavement condition assessments.Location:

This position traditionally starts at an annual salary of $85,020.00 but may be commensurate with education and job experience. A Day in theLife:
Incumbent is responsible for ensuring the accuracy of all pavement data and resources. Reports and is directly accountable to the Pavement Asset Manager. Manages the network level testing program, including developing a cyclical testing schedule, submitting annual requests, and reviewing testing reports; Conducts quality control on pavement data, encompassing inventory, historical records, and annual condition data; Updates and corrects pavement data to support the pavement asset team; Develops criteria for analyzing pavement data, such as condition, history, strategies, and condition triggers; Leads the development and management of pavement asset IT projects; Creates and maintains asset management field and office tools; Supports the Pavement Asset Manager in development, maintenance, operation, and output delivery of pavement forecasting models; Attend field checks, meetings, seminars and conferences as needed; Performs specialty projects or specific functions as directed by the Pavement Asset Manager; Executes related work as required. This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary. What You'll Need forSuccess:
Individuals in this role should minimally be able to articulate or demonstrate the following: Bachelor of Science degree in Civil Engineering; PE License; Drivers License; Broad specialized knowledge of engineering principles and practices concerning all areas of pavement design, roadway design, roadway pavement construction, pavement & materials, and pavement maintenance; Thorough understanding of pavement asset management practices; Ability to apply best practices of data analysis and management with large datasets. Practical knowledge of construction and maintenance practices and methods obtained through field experience; Experience with data analysis and visualization software; Knowledge of department policies, standards and specifications relating to pavements; Knowledge of department systems relating to pavement program, including but not limited to Scheduling Project Management System (SPMS), Deighton Transportation Information Management System (dTIMS), and ArcGIS; Ability to read, interpret, and evaluate a wide variety of construction plans; engineering documents; contracts; specifications; laws; administrative rules; and department, state, and federal regulations; Ability to work effectively with department managers and staff, local officials, consultants, FHWA staff, and other interested INDOT and external parties; Ability to communicate effectively both verbally and in writing; Ability to interpret and apply State and Federal regulations.Difficulty of Work:
Requires good time management, attention to detail, and organizational skills. Must have thorough knowledge of INDOT and FHWA standards and specification requirements for construction and maintenance contracts. Requires deep and broad knowledge of pavement distress analysis, design, construction, materials & mix design, maintenance, and forensics practices and theories. Ability to interpret and evaluate a wide variety of construction plans. Ability to perform complex mathematics in both English and Metric measurements.
