Position Summary:
Under the direction of the County Board, the Engineer is directly responsible under Minnesota statute for the planning, construction, and maintenance of all county highways and bridges. This position coordinates external and internal efforts for the design, construction, and ongoing operations of capital highway improvements and related projects. The Engineer supervises the activities of the county engineering, highway maintenance, equipment maintenance, ditch inspection and the administrative services of the Department. Essential Duties and Responsibilities % Directs overall management of the department programs, services, staffing and physical plants of the County Designs county road and bridge construction projects Monitors progress of construction projects, ensures inspectors are testing materials and meeting project specifications Coordinates highway projects with MnDOT, city and township officials Directs various planning activities and engineering projects for the County and coordinates activities with other governmental units and agencies Conduct visual checks of county roads, evaluating general condition and needs of resurfacing, patching potholes, signing, weed and brush control and ditch/tile systems
- Respond to the public with questions and concerns about roads, bridges and projects
- Negotiate with landowners to get necessary easement rights for projects Administer highway construction contracts Prepare and manage the five-year road and bridge construction plan, while balancing the available state, federal and local fund balances to accomplish desired level of services Review proposed plats, developmental proposals and comprehensive plans to assure continuity with the County's roadway system and the Department's overall comprehensive plan 50 Serves as Department Head • Prepares and monitors annual operating budget and approves bills submitted to the County for payment of highway maintenance and repair • Reviews and approves bills sent to other government entities • Develops and recommends policies affecting the Department to the County Board and provides reports and presentations to the County Board • Develops long-range capital improvement projects and programs • Coordinates the goals, objectives and priorities of the Department • Leads the operations of the Department and oversees, manages and directs the staff, the work and work activities of the Department in alignment with the vision and directives of the County Board • Participate in meetings with outside agencies to provide direction regarding contracting standards, communication and public infrastructure 25 Supervision • Provides assistance in training and guidance to Assistant Engineer, Maintenance Supervisor, Accounting Technician, Ditch Inspector, Maintenance Worker, Sign Worker, Lead Mechanic, and seasonal employees • Directs workers in research activities related to highway engineering policies and procedures 20 Other duties as apparent or assigned.

Qualifications Education:
Bachelor of Science in Civil Engineering and at least 5 years of experience in transportation planning, budgeting or administration. Must be a Licensed as
Professional Engineer Requirements:
Valid MN Driver's License;
- Must be able to comprehend and apply principles in trigonometry, geometry, modern algebra and advanced statistical history; Must be able to understand both English and Metric units of measure; Must obtain and maintain necessary licenses and certifications; Must be able to formulate strategic direction with the overall goal of the County; Must be able to develop new ways and approaches to complex technical and strategic problems.

Pay:
$126,360.00 - $164,257.00 per year
