Boswell offers a rare, genuine blend of stability, mentoring by engineering excellence professionals, a "family feel" and growth options for a Project Manager or Senior Project Manager of Traffic/ Highway Design Engineering based at our new East Brunswick, NJ office OR HQ in South Hackensack, NJ Position Overview We are seeking a highly experienced Principal Traffic Engineer/ Highway Design Project Manager with 20+ years of expertise to lead and support transportation initiatives for a strong portfolio of New Jersey municipal, county, and quasi-public agency clients. This role blends technical leadership, client advisory, and hands-on involvement in development review, transportation planning, traffic engineering design, and land use board support. The ideal candidate is deeply familiar with NJDOT standards and regional agency requirements and is comfortable serving as a trusted advisor in both technical and public-facing settings. This individual will also contribute to firmwide growth through proposal development, interdisciplinary collaboration, and strategic client engagement. Key Responsibilities Serve as lead traffic engineering advisor to NJ municipal, county, and regional agency clients (including NJTA and PANYNJ) Prepare and oversee transportation planning studies, including corridor studies, feasibility assessments, safety studies, and multimodal analyses Conduct and manage technical reviews of Traffic Impact Studies (TIS), parking analyses, and circulation plans for private development applications Evaluate site access, driveway design, internal circulation, and roadway improvements for compliance with NJDOT standards, county regulations, and local ordinances Provide expert testimony at Planning Board and Zoning Board of Adjustment hearings; prepare clear, defensible technical reports and review letters Design and review traffic signal systems, including: Signal warrant analyses Timing and phasing plans Intersection geometry and lane configurations Coordination and progression strategies Develop, design, and assess traffic calming measures (e.g., speed humps, curb extensions, chicanes, road diets, roundabouts) in accordance with NJ guidance and community needs Perform evaluation and selection of traffic control measures, including signage, pavement markings, and stop/yield control based on MUTCD and NJDOT criteria Conduct and oversee field investigations and traffic assessments, including site visits, traffic observations, turning movement counts, and safety evaluations to inform design and planning decisions Lead or contribute to corridor studies, road safety audits, and crash analyses, identifying practical and implementable improvements Utilize and oversee analyses using HCM methodologies and traffic modeling tools (e.g., SYNCHRO/SimTraffic, HCS, VISSIM) Coordinate with NJDOT, county engineering departments, NJTA and PANYNJ for access permits, signal approvals, and jurisdictional reviews Prepare proposals, scopes of work, and cost estimates for municipal contracts and agency assignments; support qualifications packages and client presentations Mentor junior staff and perform quality assurance/quality control (QA/QC) on technical deliverables Support business development efforts, including maintaining client relationships and expanding municipal and agency service offerings Required Qualifications Bachelor's degree in Civil Engineering Professional Engineer (PE) license in New Jersey is required. PTOE certification is strongly preferred. Minimum 20+ years of experience in traffic/transportation engineering, with a strong focus on New Jersey municipal and agency consulting Extensive experience with: Transportation planning and corridor studies Traffic Impact Studies and development review NJDOT access and signal design standards Proven ability to provide testimony before NJ Planning and Zoning Boards Demonstrated experience preparing proposals and working with public and quasi-public agencies (e.g., NJTA and PANYNJ) Strong communication skills, with the ability to clearly present technical findings to boards, attorneys, developers, agency staff, and the public Thorough knowledge of: NJDOT Roadway Design Manual & Traffic Signal Design Guidelines Manual on Uniform Traffic Control Devices (MUTCD) Highway Capacity Manual (HCM) Preferred Skills & Experience Prior experience as a Municipal Traffic Engineer or Consulting Engineer of Record for NJ municipalities Familiarity with NJDOT databases, Straight Line Diagrams, and Bureau of Traffic Engineering processes Experience with Complete Streets, Vision Zero, and Safe Routes to School initiatives Established working relationships with NJDOT, county agencies, NJTA and PANYNJ We recognize that the best way to provide services of the highest quality is by investing in our employees.
