Job Description

Inspects, monitors, and manages commercial, municipal, and utility related encroachment permits within the department's rights-of-way throughout the district. Conducts field inspections on all commercial, municipal and utility permits to ensure that all work is performed accordingly to established guidelines by construction and utility manuals. Requires a firm understanding of technical aspects including, traffic control, concrete, asphalt, earthwork, environmental, and safety practices. Assists District and County Engineering Staff by reviewing encroachments permits throughout the district to include prompt processing of all permits, monitoring activities of permitted within the rights-of-way, and maintaining all related records to ensure compliance with SCDOT policies, standards, and procedures. Logs, maintains files and keeps records on all approved encroachments, municipal agreements, commercial enhancements and utility projects, and re-inspects work upon completion of projects to make sure all work is in compliance with policies and specifications. R eads and interprets construction plans and specifications to ensure finished project elements are in compliance with SCDOT standards. Performs mathematical computations as required. Performs general inspection duties on encroachments, municipal agreements, commercial e nhancements, and utility projects to substantiate compliance involving erosion prevention and sediment control measures, and other environmental factors. C onducts research of SCDOT and public records in all matters requiring confirmation of rights-of-ways, and construction/maintenance ea sements. Assists in emergency or inclement weather operations, and works afterhours as needed for inspection of pr ojects. May include being available for extended hours or extended shift operations. Performs other related duties as assigned. A high school diploma and one (1) year of experience that is related to the area of employment; or an approved acceptable equivalence. A motor vehicle operator's license is required. The physical demands for the essential functions of this position involve sitting or standing at a desk for extended periods of time. This position may require occasional travel. This position may require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. This position required driving and walking for extended periods, treading rough and uneven terrain, working in close proximity to motoring traffic, and natural environmental hazards. Must be able to lift up to 50 lbs. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. This position may be exposed to outside environment in all weather conditions and noise.
