What You Will Do The Engineering and Technology Maturation (ETM) Program Office is seeking a Program Manager 3 (Non-Technical) to provide senior-level operational, administrative, and business program management support across ETM mission areas. Reporting to and supporting the ETM Project-Program Director, this position serves as a principal integrator for ETM program operations. The role operates with a high degree of independence to plan, coordinate, execute, and evaluate complex operational activities, ensuring program alignment with Laboratory policies, federal requirements, and ETM objectives. ETM resides under the Associate Laboratory Director for Weapon Physics (ALDX) and advances the nation's ability to rapidly design, produce, qualify, and certify nuclear weapons by maturing technologies, testing capabilities, and mission-enabling infrastructure. Key Responsibilities Serve as the primary point of accountability for the timely and accurate submission, tracking, and management of project plans and related program deliverables, ensuring alignment with program objectives andDOE/NNSA
requirements. Provide end-to-end operational integration across programs by developing, standardizing, and sustaining consistent business processes while offering sound recommendations to resolve complex operational challenges. Exercise significant latitude in planning and coordinating logistics, schedules, communications, and administrative support for programmatic meetings, high-level visits, and stakeholder engagements. Maintain organized records and documentation systems that support program evaluation, audits, and compliance. Act as a trusted advisor on business operations, policies, and procedures, applying sound judgment to interpret requirements and proactively implementing process improvements that enhance efficiency, reduce risk, and strengthen overall program effectiveness. Program Management & Business Operations Demonstrated experience supporting administrative and operational management of complex programs, including planning, coordination, logistics, tracking, and reporting. Advanced knowledge of business operations in mission-driven organizations. Demonstrated ability to operate with limited direction in a dynamic, fast-paced environment while managing multiple competing priorities. Planning, Coordination & Judgment Proven ability to plan and execute complex meetings, events, and operational activities involving multiple stakeholders. Proven ability to exercise sound judgment, initiative, and discretion within established policies, procedures, and guidelines. Manage multiple complex workstreams with competing priorities and deadlines, exercising independent judgment to balance program needs, risks, and deliverables. Policy, Process & Compliance Experience interpreting, applying, and improving policies, procedures, and guidelines. Advanced knowledge of LANL organizational structure, administrative policies, practices, and systems. Demonstrated background in process improvement, operational excellence, or continuous improvement initiatives. Communication & Stakeholder Engagement Exceptional written and verbal communication skills, including preparation of professional correspondence, reports, briefings, and presentations for senior leadership. - Assist in the development and refinement of preventive maintenance strategies using system performance data, technician feedback, and failure history to improve asset reliability.
- Structure and maintain asset hierarchy and master data within the CMMS.
- Create, revise, and validate technical drawings and documentation using CAD tools; actively participate in design reviews and maintenance readiness assessments.
- Support equipment configuration, upgrades, and reviews of vendor technical proposals.
- Evaluate PM effectiveness and scheduling in collaboration with planners, recommending improvements based on work history and equipment criticality.
