Purpose of Job The purpose of this job is to perform administrative/supervisory functions associated with coordinating and managing Public Utilities projects. Duties and responsibilities include, but are not limited to: coordinating and supervising section personnel and activities as assigned; coordinating, reviewing, and inspecting engineering projects or activities; ensuring these activities are performed in accordance with applicable codes; and performing additional tasks as required. Job Related RequirementsWORK SCHEDULE
: Monday- Friday, 8:00 am to 5:00 pm, subject to call back 24 hours a day, 7 days a week.
ENGINEER I
($61,332): High school diploma or equivalent required with four years of experience in the required discipline (Engineering, Construction Management, Design Engineering, Land Development, Stormwater, Water & Waste Water Systems, Pavement Management, Utilities Engineering) required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess a valid driver's license. Two years of supervisory experience is preferred. Bachelor's degree preferred.ENGINEER II
($64,398): Bachelor's Degree in Civil Engineering, Agricultural Engineering, Environmental Engineering, Design Engineering, or related discipline with two years of experience in a related field required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Certification as an Engineer-in-Training (EIT) is required. Professional Engineer (PE) preferred. Must possess a valid driver's license. Two years of supervisory experience is preferred. Certification as a Georgia Soil and Water Conservation Commission Level 1A preferred.ENGINEER III

Must possess a valid driver's license. Essential Duties, Responsibilities The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Supervises and evaluates assigned staff, handling all employee concerns, directing work assignments, counseling and disciplining employees when necessary, and completing employee performance appraisals depending on area of assignment. Directs project design(s) and the production of plans, specifications, and necessary documents for Transportation & Public Works or Public Utilities projects. Prepares project estimates, status reports, and presentations. Directs the inspection of projects for compliance with contract requirements and established standards and specifications. Attends division and department meetings to develop, plan, design, and assess funding and schedule projects. Assists in maintaining and administering departmental programs. Assists in the development of departmental standards and specifications. Assists in the preparation of technical reports and/or studies for approval by the Commission. Assists with reports, correspondence, forms, charts, and other documentation; reviews and maintains records; provides information to the public and performs other clerical duties. Performs other related duties as required. When Assigned to thePublic Utilities/Engineering Management:
Acts as Project Engineer for Public Utilities Department waterline and sanitary sewer projects as assigned in association with the Service Delivery Plan, the Infrastructure, and the Capital Improvement Elements or in-house design projects. Monitors the capacity of the water and sewer system using water, hydraulic, and sanitary sewer computer modeling; interprets data for correlation with design work to meet Athens-Clarke County policies for capacities and Needed Fire Flow; makes recommendations for system improvements where appropriate. Plans and performs design functions associated with public water and sanitary sewer projects, including preparing preliminary estimates of materials and job costs. Performs studies of inflow and infiltration (I/I) utilizing flow monitoring data and field inspections; analyzes data and makes recommendations for the reduction of inflow and infiltration within sections of existing sanitary sewer lines. Reviews water and sewer construction plans for compliance with Athens-Clarke County standards and evaluates existing and proposed water and sewer line capabilities. Prepares and reviews drawings for departmental projects by the use of computer-aided design software. Performs computer aided analysis of proposed water system additions and modifications. Develops, maintains, and analyzes computer model of the sanitary sewer system. Develops water and sanitary sewer system layouts and additions, in accordance with plans and specifications. Prepares drawings and permit application requests for the Georgia Department of Transportation. Reviews final plats and easements and makes recommendations regarding water and sewer service. Assists in writing specifications and bid documents. Assists with project rights of way and easements acquisition. Knowledge, Skills, and Abilities Knowledge of the principles, practices, and procedures of the Athens-Clarke County and the operations and functions of the Public Utilities Department. Knowledge of practices, policies, and procedures as necessary in the completion of daily responsibilities. Knowledge of land surveying principles, hydraulics, and methods of construction cost estimation. Knowledge of computer applications for hydrologic and hydraulic analysis, and various word processing, spreadsheet, and database software. Knowledge of the scheduling and planning principles of construction. Knowledge of civil engineering principles and practices, and of methods used to formulate, evaluate, and administer public works construction projects. Knowledge of roadway and drainage construction materials, costs, and structures. Knowledge in developing and administering operations and staff plans and objectives for the expedience and effectiveness of specific duties of the position. Knowledge of all applicable laws, ordinances, policies, standards and regulations pertaining to the specific duties and responsibilities of the job. Knowledge of the scheduling and planning principles of projects in the Transportation & Public Works Department or Public Utilities. Knowledge of reading and implementing plans, construction drawings and specifications. Knowledge and skill needed to operate various computer applications, equipment and machinery including a utility vehicle, computer, printer, plotter, calculator, copy machine, facsimile machine, two-way radio, and telephone.
