Position Overview The Illinois Department of Natural Resources is seeking to hire a Permit Engineer for The Office of Water Resources. This position will review engineering computations in support of projects involving such elements as flood control, drainage, water supply and demand, low flow augmentation, irrigation, streambank protection, and recreation analysis, compute such items as channel discharges, river stages, watershed runoff, estimates of volumes and areas, estimates of cuts and fills and structural stress on strain analysis, evaluate the summary output while assisting in assigned projects, and will review and prepare construction plans, specifications and cost estimates. Essential Functions Under general supervision from the Senior Water Resources Engineer, performs moderately difficult professional civil engineering duties. Participates in engineering training programs which develop engineering expertise and computer skills. Collects data for assigned projects, including river stages, precipitation, high water information, previous computations, field site information, maps and other drawings. Develops working relations with OWR employees, and other Departmental and non-Departmental contacts. Maintains project files to document computations and project evaluations and substantiate recommendations. Performs other duties as required or assigned which are reasonably within the scope of work of the duties enumerated above. Minimum Qualifications Requires a bachelor's degree in engineering from a college or university program accredited by the Accreditation Board for Engineering and Technology (ABET). Requires two years of experience in civil or water resource engineering; or one year of engineering experience as a Civil Engineer I and completion of an agency approved training program. Office of Water Resources The Office of Water Resources (OWR) is the lead state agency for water resources planning, navigation, floodplain management, the National Flood Insurance Program, water supply, drought, and interstate organizations on water resources. Interagency duties include the state water plan, drought response, flood emergency reports, and the comprehensive review of Illinois water use law. OWR is responsible for construction in the shore waters of Lake Michigan, construction and operation of dams, construction in public bodies of water, and diversion of water from Lake Michigan, and withdrawal of water from three Federal lakes (Shelbyville, Carlyle, and Rend Lakes). The primary capital activity of the office is in urban flood damage reduction. The office assists units of local government with urban flood damage reduction projects through planning, design, construction, and financial assistance. The urban program also features the acquisition of flood prone homes and businesses.
