Employment Opportunity Engineer I, Range 27, $56,974.33/annual or $27.39/hour

The City of Deming is seeking qualified applicants for an Engineer I position. This is a technical position involved in the application of engineering principals in the concept, design and completion of City works construction projects such as streets, drainage, solid waste facilities, utilities and structures. The employee is responsible for working with the City Administrator, Department Heads and supervisory Staff Engineer in the development of large and small-scale projects. The Engineer I shall be responsible as directed for construction observation and quality control to ensure professional engineered projects. Also responsible for construction management including inspection and quality control as well as developing as built plans and other final documents required by the Staff Engineer for certification. Essential Duties and Responsibilities (Illustrative Examples of Work) (Position may not include all of the duties listed, nor do examples cover all duties that may be performed.) Design and review plans for new street improvements, maintenance of existing streets and roadways, and modifications to all public rights-of-way to ensure proper drainage. Plans, reviews, and designs drawings for new and existing roadways, streets, drainage, utilities, buildings, and other structures and systems. Conducts field inspections of projects, reports, specifications and reviews contract documents. Prepare plans and specifications for large gas and water extension projects; integrates new water storage and water production and gas regulation facilities into existing systems through flow modeling. Participate in the process of developing plans for wastewater collection and treatment facilities; and for solid waste handling and disposal structures and sites. Perform as directed, surveys, easement acquisition, soils testing, setting grades and acquisition or sale. Perform construction observation on various city projects as directed. Makes recommendations to project specific budgets, keep current with new regulations concerning City works to assure compliance; and maintains records, drawings and reports as required. Performs topographic surveys to collect field survey data through use of conventional total station or GPS techniques. Requires an understanding of "localization" - applying a local coordinate system to GPS field work - as well as distinguishing between "ground" and "grid" coordinate systems. Should understand the concept of referencing a pre-defined "grid" coordinate system such as the State Plane Coordinate (SPC) system of New Mexico - North American Datum of 1983 (NAD83). Drafts and creates engineering drawings from field survey data, sketches, drawings, raw data, diagrams and verbal/narrative instructions; performs calculations of geometric designs for public works projects. Creates exhibits, improvement drawings, topographic maps and GIS maps in response to civil engineering needs and in support of public works divisions. Maintains City infrastructure atlases and creates other applications as needed. Coordinates projects with external agencies and other utility companies. Reviews construction plans for compliance with City design standards and other applicable codes, guidelines and standards. Provides GIS digital data to City consultants and other governmental agencies. Performs soil compaction testing on subgrade, base course, and backfill on street and utility projects with nuclear density/moisture gauges. Serves as Radiation Safety Officer (RSO), responsible for coordinating with NMED Radiation Control Bureau to maintain up-to-date Radioactive Materials License and ensuring that the City complies with all applicable regulations for possession and use of portable gauges. Serves as Master Street Address Guide (MSAG) Coordinator; coordinates with outside agencies to ensure substantial compliance with State of New Mexico regulations regarding maintenance of numerical and GIS databases for distribution to 9-1-1 dispatch centers. Position may be subject to extended work hours, including evenings and weekends. Adheres to and complies with the City of Deming Personnel Policies and Procedures. Performs other duties as assigned. Desired Minimum qualifications . Graduation from an accredited college with a BS in Civil Engineering or closely related field. This position does not require a PE certification. (Desired) Two years' experience in the use of Global Positioning Systems (Desired) Four years' experience in Civil Engineering with two years in the municipal filed or closely related experience.
