This is a three (3- year, temporary, benefited professional engineering position in the Department of Public Works and Utilities responsible for plan review of new private development, redevelopment and capital improvement projects involving drainage, plats/easements, transportation and other infrastructure.

JOB SPECIFIC FUNCTIONS
Essential Job Functions, Duties, Responsibilities, and Tasks 1. Project Reviews and Compliance Reviews development, redevelopment, and capital improvement projects to assure compliance with City standards and specifications Reviews construction plans, plats, specifications, and quantity lists for a variety of projects, including: Drainage, transportation, stormwater, water, sanitary sewer, traffic signalization, beautification, sidewalk, curb, and gutter Reviews proposed public works projects, their need, and impact on development with the planning staff Develops priorities and cost estimates as part of a long-range proposed capital improvement program Reviews plans, specifications, and contract documents prepared by consulting engineers for propriety, adequacy, and accuracy 2. Standards, Specifications, and Research Reviews and prepares standards, specifications, ordinance requirements, and regulations to be applied by the City Researches latest developments to determine necessary changes and assesses their probable impact Makes cost estimates for budgetary purposes Compiles information regarding ownership of property Keeps abreast of developments in the public works field 3. Communication and Representation Answers inquiries regarding projects and other engineering matters Represents the Department of Public Works and Utilities by working effectively with other City departments Gives presentations in public meetings regarding capital improvement projects Prepares written reports and memoranda, including City Council Agenda Memos and Staff Reports 4. Maintains regular and punctual attendance Other Duties and Responsibilities Incumbent is accountable for all duties of this job, and other projects and responsibilities may be added at the City's discretion.POSITION REQUIREMENTS/WORKING CONDITIONS/PRE-EMPLOYMENT REQUIREMENTS
Education, Experience, Skills, Formal Training, Licenses, and Certifications Required :
Graduation from an accredited four (4- year college or university with major course work in civil engineering or closely related field Must possess a valid driver's license, provide proof of a safe driving record, and maintain a safe driving record for continued employment
Engineer:
Minimum of one (1) year of experience in the design or review of public improvement projects, with an emphasis on drainage and transportation projects Engineer-in-Training (EIT) certificationSenior Engineer:
Three (3) to five (5) years of progressively responsible experience in the design or review of public improvement projects, with an emphasis on drainage and transportation projects Registration with the Colorado State Board of Licensure for Architects, Professional Engineers and Land Surveyors as a Professional Engineer (PE) is required; if registered as a Professional Engineer is another state, the ability to obtain registration with the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors within six (6) months is requiredPreferred :
Engineer:
Two (2) years of progressively responsible experience in the design or review of public improvement projects, with an emphasis on drainage and transportation. Any equivalent combination of education, training, and experience, which would provide the required knowledge and skills, may be considered.Senior Engineer:
Seven (7) or more years of progressivelyresponsibleexperienceinthedesign and construction of public improvement projects, with an emphasis on drainage and transportation Master's Degree in Engineering, Public Administration or a related field Registered Certified Floodplain Manager Any equivalent combination of education, training, and experience, which would provide the required knowledge and skills, may be considered. Physical Requirements Work is sedentary in nature and requires sufficient physical stamina, strength and ability for: Constant sitting to perform daily tasks; occasional walking through a multilevel facility to retrieve information; frequent standing, sometimes for extended periods Frequent squatting, reaching above shoulder, and twisting to file documents and lift supplies and material; occasional bending, kneeling, climbing, balancing, and reaching below shoulder to store documents, material, and supplies Constant light grasp, fine manipulation, and handling to perform daily duties; occasional firm grasp to safely use equipment Frequent lifting, carrying, and pushing and/or pulling of up to 15 pounds to move material and supplies; occasional lifting and pushing and/or pulling of up to 25 pounds with dollies and cartsWORKING CONDITIONS
Work is primarily performed indoors with infrequent field and off-site tours and inspections. Indoor work involves sitting for extended periods in an office environment with frequent exposure to distractions and interruptions created in a multipurpose work environment. Outdoor fieldwork requires the ability to stand and walk on uneven terrain in various conditions. Work entails exposure to periods of high activity and stress under demanding conditions. The position requires a great deal of communication with City employees, the public, and outside agencies as well as clear articulation of information in presentations and on the phone. May be required to use personal vehicles to travel to and from meetings and other locations throughout the City and metro area. Required Materials and Equipment Personal computers, keyboards, calculators, telephones, audio-video equipment, and standard office equipment.
