Environmental Compliance Specialist Salary:
$27.03 to $40.43 per hour (DOQ)Job Type:

Two-year college or technical school degree in environmental engineering, environmental science, or related field AND two years of progressively responsible related experience. Four-year college degree in environmental engineering, environmental science, or related field desired. One to three years of progressively responsible related experience.Licenses and Certifications :
Must possess a valid state driver's license and satisfactory motor vehicle record. Must possess, or obtain within six (6) months, 24-hour, or 40-hour, HAZWOPER certification. Must possess, or obtain within six (6) months, a professional stormwater certification such as those administered through the National Stomrwater Center, EnviroCert and CISEC.Knowledge :
Oral and written communication. Knowledge of Federal, state and local stormwater regulations, environmental codes, policies and procedures and how to apply them. Knowledge of One Water concepts and relationship and science of water sources (surface, ground, storm, waste, etc.) to each other and the environment; sampling custody requirements, routine laboratory methodology, analysis, and testing procedures. Ability to read and interpret civil, engineering, and other technical plans and documents; technical aspects of compliance with respect to environmental rules, regulations, and codes. Basic personal computer and Microsoft Office software; mathematics such as algebra and geometry.Skills :
Ability to take accurate measurements and to log data accurately and appropriately. Ability to read and interpret applicable codes, ordinances, regulations, maps, stormwater pollution prevention plans, and erosion and sediment control plans and apply them to current and proposed codes or local regulations. Ability to follow standard administrative procedures and policies; utilize required safety equipment and apparel. Performing basic mathematical computations; analytical abilities necessary to make sound, logical interpretations of codes and regulations required. Sound judgment required to act in best interest of jurisdiction. Exceptional customer service skills including the ability to work well with others and handle potentially emotionally charged interactions with the community, permit holders and other stakeholders. Explaining, interpreting and enforcing codes and regulations firmly, tactfully and impartially. Communicating effectively in verbal and written form using tact and diplomacy. Ability to work independently and use own initiative.DUTIES AND RESPONSIBILITIES
:Essential Functions :
Provides technical and investigative response to environmental inquiries and issues and advises and confers with stakeholders concerning environmental requirements, standards and changes necessary for compliance with laws, regulations and codes. Conducts environmental sampling and screening of potential environmental contaminants in water, soil, or other media. Investigates noncompliance; provides compliance assistance; conducts enforcement actions, issues violation notices or citations as necessary, monitors changes and insures compliance. Assists in developing appropriate program fundamentals, field activities (inspections, conduct sampling, determine and coordinate needed analytical testing), public education, and administrative duties. Prepares periodic reports in order to summarize activities relating to program requirements. Maintains all programs aspects for area of specialty under oversight from Supervisor. Assists with public education/awareness programs, special events, and initiatives; attends meetings of environmental committees, agencies and boards; assists with action items from such. Assists with internal and external stakeholder education and training in all environmental activities City-wide. Organizes and maintains manual and electronic filing systems; reviews, codes and files documents alphabetically, numerically, or by other designated sorting methods; purges files to locate specific information. Assists Environmental and Sustainability Program Manager, Environmental Programs Supervisor, Stormwater Program Manager, and Stormwater Supervisor as required. Works in a manner safe to the individual and other people; keeps work area clean and safe; follows safety rules and safe work practices; uses safety equipment as required.Construction Activities Specialty:
Conducts stormwater inspections at construction sites to assess environmental conditions and to ensure compliance with city code/ordinance, state regulations, and applicable pollution prevention plans, including sediment and erosion control plans and specifications. Reviews engineering, pollution prevention and civil plans for permit compliance; provides technical assistance regarding available and appropriate best management practices, permit compliance and others as required. Performs surveillance of stormwater infrastructure tracking potential pollution sources back to their source.Industrial Activities Specialty:
Conducts stormwater and industrial discharge inspections at industrial facilities to assess environmental conditions and to ensure compliance with city code/ordinance, state regulations, and applicable pollution prevention plans. Reviews engineering, civil and operation plans for permit compliance; provides technical assistance regarding available and appropriate best management practices, permit compliance and others as required. Provides education and technical and compliance assistance for permitees and stakeholders. Performs surveillance of industrial discharges with regard to emerging contaminants of concern and tracks the data compiled.FOG Specialty:
Conducts inspections at foodservice establishments to assess FOG management and ensure compliance with city code/ordinance. Reviews engineering, civil and operation plans for permit compliance; provides technical assistance regarding available and appropriate best management practices, permit compliance and others as required. Provides education and technical and compliance assistance for permitees and stakeholders. Performs and/or assists with surveillance of the collection system to proactively address potential grease issues. C3Specialty:
Conducts inspections at commercial or residential buildings with connections to City water service to ensure connections are maintained to prevent backflow and cross-connections and ensure compliance with city code/ordinance. Reviews engineering, civil and operation plans for permit compliance; provides technical assistance regarding available and appropriate best management practices, permit compliance and others as required. Provides education and technical and compliance assistance for permitees and stakeholders. Performs surveys of water service customers regarding issues relates to potential cross-connection control or backflow prevention and tracks the data compiled. Responds to environmental incidents, spills, leaks and/or emergencies adhering to safety and emergency response protocols. Assists in coordinating projects with other governmental agencies including, but not limited to, ODOT, ODEQ, Oklahoma Water Resources Board and FEMA, when necessary. Assist in the coordination and implementation of activities required for successful waste collection events. Reads and reviews various codes, journals, technical manuals, reports, legal documents and/or files in order to obtain information needed for assigned projects; records notes as required. Prepares maps, drawings, or sketches for written or oral presentations as necessary. Confers with other city personnel to exchange information concerning projects. Assists with special activities or projects. Performs other related work as required.Mental and Physical Abilities :
Ability to maintain regular, predictable and punctual attendance. Substantial amount of physical effort required for constant standing and walking on steep and uneven terrain. Limited amount of physical effort required associated with lifting and carrying light objects (less than 25 lbs.) 5-10 % of work time and moderately heavy (25-50 lbs.) supplies occasionally.Working Conditions:
Frequent exposure for up to 80% of work time to dirt, outdoor temperatures, traffic and construction noise and dust when performing outdoor site inspections. Subject to working near moving machinery, power tools and vehicles and equipment in motion.Additional Information:
