GENERAL JOB DESCRIPTION
Under general direction of the Operations Manager, the Field Services Supervisor leads a team of field service technicians responsible for the maintenance, repair, preventative maintenance (PM), and new site construction of the Utah Communications Authority's (UCA) statewide P25 radio network and associated communications infrastructure. The position plans and supervises daily field operations, including personnel and vehicle scheduling, parts staging, work-order task creation, and travel and resource optimization across UCA tower sites. The Field Services Supervisor manages staff timecards, performance, training, and daily safety, and serves on the after-hours backup rotation to ensure continuous response to emergencies and planned events. The position also leads small projects from scope through completion and provides hands-on technical support as needed.
EXAMPLES OF TASKS/DUTIES
Supervise field service technicians; manage staff performance, conduct evaluations, set goals, and address personnel matters in coordination with Human Resources. Review and approve employee timecards; verify accuracy against schedules, leave, and overtime records; ensure timely payroll submission consistent with UCA policy. Plan and assign daily personnel schedules; coordinate weekly and long-range scheduling for routine and project work. Coordinate daily vehicle and equipment scheduling, including snow cats, snowmobiles, trailers, propane, and spare trucks, to support field operations across UCA tower sites. Lead small project management efforts; define scope, create sub-tasks, sequence work, and track to completion. Pull and stage parts and materials for assigned work; coordinate with logistics and inventory functions to ensure technicians have required parts on site. Schedule and oversee preventative maintenance (PM) cycles for tower sites, equipment, and supporting infrastructure. Plan and supervise maintenance, repair, and new site build activities at UCA tower and communications sites. Provide field response leadership for emergencies, outages, and planned events; coordinate technician deployment and resource allocation. Serve in the after-hours backup/on-call rotation to ensure timely response outside of normal business hours. Conduct or lead daily safety briefings; ensure compliance with applicable safety standards, including RF safety and tower-site protocols. Optimize travel and resource utilization across statewide field operations to minimize cost and downtime. Provide hands-on technical work and guidance as needed to support technicians and resolve complex field issues. Coordinate with the Operations Manager, Subscriber Services, Programming, and other UCA divisions, partner agencies, and vendors. Attend meetings as required. Regular attendance. Other duties as assigned.
KNOWLEDGE, SKILLS, ABILITIES, AND TYPICAL QUALIFICATIONS
(Includes knowledge, skills, and abilities required upon entry into position and trainable after entry into position) Supervise, direct, and evaluate staff; manage performance and address personnel matters appropriately. Plan, organize, and prioritize work; coordinate personnel, vehicles, parts, and travel across multiple concurrent assignments. Make a decision or solve a problem by using logic to identify key facts, explore alternatives, and propose quality solutions. Knowledge of P25 land mobile radio (LMR) systems, RF transmission and receive systems, antenna and transmission line components, microwave or backhaul, and related communications site infrastructure. Knowledge of preventative maintenance principles for communications infrastructure, including documentation and cycle scheduling. Knowledge of tower-site safety standards, including RF exposure, fall protection, and climbing protocols. Operate or oversee the use of specialized vehicles and equipment, including snow cats, snowmobiles, and trailers; coordinate winter access to remote mountain sites. Read and interpret schematics, site drawings, and technical manuals. Use computer-based work-order, ticketing, scheduling, inventory, and reporting software. Use computer spreadsheet, word processing, and email software. Communicate information and ideas clearly, and concisely, in writing; read and understand information presented in writing. Speak clearly, concisely, and effectively; listen to, and understand, information and ideas as presented verbally. Deal with subscribers, partner agencies, vendors, and staff in a manner which shows sensitivity, tact, and professionalism. Conduct or coordinate daily safety briefings and enforce safety procedures. Applicable laws, rules, regulations, and/or policies and procedures, including FCC rules, OSHA standards, and UCA safety and operations policies. Maintain confidentiality of personnel, operational, and security-sensitive information. Review and approve timecards; verify accuracy against schedules, leave, and overtime records. Coordinate cross-functional response across multiple internal teams and external agencies. Other duties as assigned.
OTHER REQUIREMENTS
Subject to on-call availability and after-hours backup rotation; required to respond outside of normal business hours, including evenings, weekends, and holidays, for emergencies and planned events. Statewide travel required to UCA tower sites, communications facilities, and partner agency locations, including remote and mountain sites; valid Utah driver's license required. Travel may include winter access to mountain-top sites using snow cats, snowmobiles, and other specialized equipment; ability to safely operate or supervise operation of such equipment is required. Risks include those typical of a mixed office and field environment, e.g., safe use of office and field equipment, avoiding trips and falls, observing fire regulations, driving, exposure to outdoor weather conditions, work at remote sites, work near radio-frequency (RF) energy, and work near or on towers where applicable. Special physical demands include walking, standing, bending, lifting and carrying field equipment of moderate to substantial weight, working in inclement weather, and driving an automobile.
