$92,565 - $135,660 GENERAL PURPOSE This position is responsible for the managerial, technical, and administrative work that oversees and guides the department. It directs all activities of accounting, utility billing and operations, and administrative services divisions. It also provides administrative guidance to the department to ensure fiscal responsibility, sound financial decision-making, and manages staff to ensure organizational goals and objectives are met.
MAIN JOB TASKS AND RESPONSIBILITIES
Directs the financial administration of the City. Supervises the collection of all monies. Supervises the disbursement of City funds. Maintains general accounting system for the City government and units thereof. Compiles fiscal estimates and fiscal reports. Directs cash management. Directs and coordinates investment and debt management programs. Prepares budgets and establishes controls for budget administration. Confers with City Manager and department heads regarding fiscal and accounting policies, procedures and problems. Develops and applies legal policy provisions applicable to financial accounting. Directs the fiscal year-end audit performed by external auditors. Directs the review of internal control and system processes and procedures. Supervises employees assigned to the Department. Directs preparation of reports and statements of the City's financial affairs including internal and external reporting. Prepares, submits and monitors annual departmental budget. Established short- and long-range plans and goals for the department. Oversees utility operations, grants and finance/accounting. Oversees the City's purchasing activities. Oversees the City's building facilities maintenance program. Oversees the City's information technology systems. Performs other related duties as required/assigned.
MINIMUM QUALIFICATIONS
Graduation from an accredited four year college or university with a Bachelor's Degree in Accounting, Finance or a related field. Six years of experience in the maintenance of governmental accounting systems in a senior management position. Must be a registered Certified Public Accountant. A comparable amount of training, education or experience can be substituted for the minimum qualifications.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the general laws and administrative policies governing municipal finance and budgetary practices and procedures. Knowledge of office practices and of standard office and accounting equipment. Knowledge of the laws, ordinances and regulations governing financial operations of the City. Skill in written and oral communication. Skill in Microsoft Office. Ability to formulate and apply standard accounting methods, procedures, forms and records. Ability to prepare informative financial reports. Ability to plan, organize, and direct the work of subordinates. Ability to establish and maintain effective working relationships with the other department directors, government officials and the general public.
WORKING CONDITIONS & PHYSICAL REQUIREMENTS
Work is typically performed in a relatively safe, secure, and stable work environment. The work is sedentary and requires exerting up to 10 pounds of force occasionally, and/or negligible amount of force frequently or constantly to move objects. Additionally, the following physical abilities are required: manual dexterity, hearing, mental acuity, repetitive motion, speaking, and talking.
