G/Q17 Position Summary Provide leadership and direction for programs funded by federal, state, local, and private funds; oversee the financial administration of federal, state, local, and private grants; ensure that program staff accomplish their approved program initiatives and that the school division meets compliance and reporting requirements. Assist in the budget development process and perform budget analysis duties as assigned by the Chief Financial Officer or his/her designee. Qualification Requirements To perform this job successfully, an individual must be able to perform each essential function satisfactorily. Essential Functions Ensure compliance with the rules and regulations administered by the grantor; oversee special audits conducted by the grantor. Perform functions of financial administration and reporting to include, but are not limited to, preparation and timely submission of grant applications and reports, development, and adjustment of associated budgets, coordination of budgeted funds, screening and processing requests for expenditures, and ensuring the timely application for reimbursement from the appropriate body. Serve as a liaison with principals and other departments on grant issues. Monitor interventions and programs funded by grants to ensure compliance with grantor guidelines. Assist in evaluating the administration of grant programs. Monitor, input, review, and approve federal grant data in the State OMEGA system. Reconciliation of grants with the general ledger and OMEGA. Coordinate staffing levels related to grants during budget development. Work collaboratively with instructional personnel to ensure compliance with private school participation requirements. Post monthly revenue from VDOE, Federal and other revenue sources into the financial system. Process daily cash deposits as needed. Prepare and submit a variety of financial and statistical reports. Perform related work as required. Knowledge, Skills, and Abilities Knowledge of grant processes including accounting and financial reporting. Proficient in the use of financial management software to include spreadsheets and databases is required. Must possess the ability to interpret complex grant funding requirements, submissions, and budget projections; ability to interpret federal, state, and local government laws and regulations regarding grant administration; ability to review the work of others to ensure conformance to standards; ability to communicate effectively across a broad spectrum of staff, both orally and in writing. Knowledge of the general laws and administrative policies governing school budgeting and financial practices and procedures. Ability to follow complex oral and written directions and to prepare complex fiscal reports. Ability to make decisions and solve problems using sound, inclusive reasoning and judgment. Ability to establish and maintain effective working relationships with administrative and school officials, associates, and the general public. Qualifications, Education, and Experience Bachelor's degree with coursework in finance, accounting, or a related field. Considerable experience in business or governmental budgeting/accounting and procurement, or an equivalent combination of education and experience. Such alternatives to the above qualifications as the School Board may find appropriate and acceptable. Physical Requirements Requires the occasional exertion of up to 10 pounds of force. Regularly requires speaking or hearing, using hands to finger, handle or feel, and repetitive motions. Frequently requires sitting and occasionally requires standing, walking, reaching with hands and arms, bending, lifting, distributing educational materials/items as needed, and using technical equipment in the area of assignment. Standard vision requirements. Vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly, or quickly. Hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound. Requires preparing and analyzing written or computer data, operating motor vehicles or equipment, and observing general surroundings and activities. Occasionally requires exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic). Special Requirements Position may require the operation of division-owned/leased motor vehicles; therefore, the incumbent's driving record will be subject to periodic review and must be acceptable in accordance with the provisions of the Dinwiddie County School Board's policy manual.
