Receives and reviews payroll documents from the various departments. Calculates appropriate payments based on a variety of City policies, agreements, employee authorizations, and state and federal statutes. Maintains necessary records for audit purposes. Prepares and distributes payroll checks in a timely date-specific manner. Essential Duties and Responsibilities Disclaimer - This list is meant to be representative, not exhaustive. Performs the most complex and technical payroll accounting duties such as all those tasks necessary to set-up employees in the City's payroll system and assures that their authorizations are reflected in the resultant payroll through both manual and computer-based calculations. Receives payroll documents from the individual departments. Reviews their content for completeness, plausibility, integrity, and accuracy. Resolves apparent inconsistencies with responsible department personnel, and calculates appropriate individual employee payments based on reported hours, authorizes deductions, and in compliance with the requirements of City policy, agreements, contracts, and state and federal law. Inputs resultant calculations into the computer system, and print payroll checks, payroll register, and related payroll reports. Prepares check for distribution, and distribute payroll checks to authorized department representatives. Prepares payroll warrants by vendor and payroll warrant summary. Mails checks and maintain warrant files. Makes appropriate tax deposits and records biweekly earning and taxes. Prints and distributes a variety of payroll reports, including payroll distribution by departments and the report of retirement earnings and contributions. Maintains a variety of payroll-related forms received from employee departments in individual centralized payroll files. Establishes and maintains office file system of all payroll-related documents for future reference and audit. Researches and compiles information from such files. Creates and maintains a variety of check registers, logs, and various permanent records. Works closely with the Human Resources Department in all matters related to payroll, especially in initial employee set-up and in the maintenance of current employee related information, etc. Resolves related changes and coding issues with Human Resources. Researches and assembles information from a variety of sources for the completion of forms or the preparation of reports. Makes complex arithmetic and statistical calculations. Prepares reports concerning assigned areas meeting City and other agency requirements, and participates in month end, quarterly, and year-end closings Prepares and variety of monthly and quarterly reports for the City, and meeting state and federal requirements. Reviews monthly insurance changes and verify against carrier invoices. Verifies monthly payroll check and warrant registers with biweekly register. Interfaces payroll with General Ledger. Reviews and reconciles state and federal Quarterly Worksheets, audits listing and tax deposits, prepares Quarterly Payroll Tax reports. Undertakes a variety of projects such as preparation, printing, and distribution of W-2 forms and transmittal of related date to the federal and state governments. Sets up new pay schedules and payroll tax changes for the New Year, and runs trial payrolls to check new IRS and State Tax Guides. Submits necessary federal and state reports. Participates in Fiscal Year End Closing by providing requested payroll records to the auditors and developing necessary reports to insurance carriers and pension plan administrators. Enters and retrieves data and prepares reports. Reviews a variety of computer-produced reports, computer output, and related data for accuracy, and make corrections. Designs forms for use within area of cognizance, conferring with using departments, divisions, or programs. Obtains technical support for computer systems problems, software questions, or questions about error messages. Assists with and undertakes special projects. Establishes and maintains contact and working relationship. Provides factual information to the public, vendors, outside agencies, or to City Staff. Assists employees with special concerns about their pay and deductions Prepares correspondence, forms, and other specialized documents. Proofreads and checks materials for accuracy, completeness and compliance with department and City policies and regulations. Operates standard office equipment, as well as specialized office equipment and maintains an inventory of payroll-related office supplies. Performs a variety of other duties as assigned. Financial record keeping, bookkeeping, and basic governmental accounting principles and practices. Basic principles and practices of auditing. Theory and practice of office management. Advanced record keeping principles and practices Business mathematics Operation of standard and specialized accounting office equipment.
Skilled in:
Preparing, maintaining, and reconciling complex financial, accounting, payroll, statistical, auditing, and other numerical records. Reading, interpreting, applying, and explaining written policies, procedures and rules to department employees, City staff and general public. Performing accurate detailed work, including arithmetic computations. Composing routine correspondence. Establishing and maintaining effective working relationships. Communicating with the public.
Ability to:

Education and/or Experience Any combination of education and experience that demonstrates possession of the requisite knowledge, skill and abilities. A typical way to obtain these would be: High School Diploma or an equivalent certificate or diploma recognized by the State of California. Associate's Degree or two (2) full academic years of attendance at, an accredited college or university with a major or emphasis in accounting, finance, business administration, or public administration or a related field, preferred. Five (5) to Seven (7) years of responsible experience in a position in an accounting or finance office setting with significant experience in payroll accounting, and/or payroll preparation. General accounting or fiscal accounting experience, preferred.
