Tule River Indian Reservation 340 N. Reservation Rd. Porterville, CA 93257 GENERALPOSITION DESCRIPTION
Under the general direction of the Chief Financial Officer, this position coordinates and performs professional and technical duties related to the Tribe's financial operations. Responsibilities include maintaining control over fiscal information systems by monitoring and analyzing financial records; preparing federal, state, and local grant reports; recommending accounting procedures and internal controls; preparing and interpreting monthly and annual financial reports; and ensuring compliance with Tribal, State, and Federal policies, procedures, and regulations, as well as Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) pronouncements.QUALIFICATIONS
1. Bachelor's degree in business administration, with a concentration in Financial Accounting, Managerial Accounting, and Auditing (or a closely related field), including a minimum of 30 semester units in accounting. 2. Minimum of three to five (3-5) years of experience performing full accounting functions, or at least three (3) years of progressively responsible experience in governmental or nonprofit finance. 3. Prior experience working in a Tribal Government environment is preferred. 4. Strong analytical and problem-solving skills, including the ability to analyze and interpret laws, regulations, codes, and ordinances to ensure the appropriateness of financial transactions and accounting structures. 5.Ability to plan, organize, and coordinate workflow to meet deadlines while maintaining efficient and effective working relationships with employees, department heads, and the public. 6. Ability to prepare and analyze complex financial reports; interpret accounting procedures; identify problems; research alternatives; and develop conclusions and recommendations. 7. Strong attention to detail and accuracy. 8. Excellent communication and interpersonal skills. 9. Ability to work extended hours when necessary. 10. Familiarity with MIP or other fund accounting software. 11. Ability to handle and maintain confidential information. 12. Possession of a valid California Driver's License and insurability by the Tribe. 13. Ability to successfully complete a background investigation and pre-employment drug screening.ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Records daily financial transactions in the accounting system, including accounts receivable, accounts payable, payroll, and other general ledger entries; applies accounting theories, principles, procedures, and reporting techniques to ensure compliance with applicable laws, rules, regulations, policies, and procedures. 2. Consults with agency contact managers and department heads regarding reporting requirements to ensure compliance with Federal, State, Tribal, and other special requirements. 3. Works closely with department heads, Grants Administrator and Compliance Officer, and the CFO to coordinate grant requirements and provide grant program support. 4. Prepares timely and accurate reconciliations of grant expenditures and monthly, quarterly, and annual invoices and reports required by granting agencies; prepares financial statements and reports, including the Statement of Net Assets, Statement of Revenues and Expenditures, Schedule of Expenditures of Federal Awards, and Statement of Cash Flows. 5. Calculates and prepares journal entries for indirect costs, deferred revenue, receivables, and other liabilities. 6. Provides grant and contract financial reporting for Federal, State, local, and other funding sources; reviews and verifies budget proposals for grant applications; reviews grant budgets; and assists with importing budget information into the accounting system. 7. Ensures compliance with all funding source requirements, including the preparation of supporting documentation for grant reimbursements. 8. Initiates reimbursement drawdowns from State and Federal financial portals (e.g., PMS, ASAP, LOCCS, ECHO-Web); tracks and monitors grant-related revenues and expenditures; and reconciles reimbursements with bank statements. 9. Assists in providing financial information to internal, external, and other auditors; reviews financial data; identifies errors; and provides recommendations to the Assistant CFO and CFO. 10. Maintains historical records of grant and funding documentation and ensures compliance with grant and contract agreements, as well as all applicable Federal, State, and Tribal laws, OMB circulars, and other guidance. 11. Reconciles complex accounts, identifies sources of errors or discrepancies, and recommends corrective actions. 12. Prepares year-end accrual entries, adjustments, and audit schedules, and assists external auditors during the annual audit process. 13. Attends grant meetings and job-related training sessions, seminars, and workshops. 14. Maintains and tracks records of organizational assets. 15. Performs other duties as assigned.This position reports to:

1. Clean, dust, sweep, mop, or vacuum floors; empty/clean wastebaskets and trash containers; Spot washes walls and work surfaces, empties trash and garbage containers. 2. Clean and sanitize restrooms/bathrooms using established practices and procedures and restocks supplies as needed. 3. Replace defective lights. 4. Cleans grounds and removes litter from deck areas and sidewalks, disposes of major debris. 5. Move furniture, equipment, supplies as needed 6. Report needed repairs and safety concerns. 7. Performs other duties as assigned.QUALIFICATIONS
1. High School Diploma or G.E.D. preferred but not required. 2. Must possess a valid California Driver's License and be insurable through the Tribe. 3. Custodial experience preferred. 4. Position requires prolonged standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. Requires good manual dexterity (hand, hand with arm, two hands) and multi-limb coordination movement. Must be able to lift, push, pull or carry objects, use abdominal and lower back muscles to provide support over time without fatigue and to effectively jump, sprint or throw an object. Acute hearing is required. Regularly works near moving mechanical parts and in outside conditions that include inclement weather, heat and humidity, and exposure to dust and asphalt. Frequently must be able to lift up to 30 pounds, normally must be able to lift up to 50 pounds, and occasionally must be able to lift over 50 pounds. Noise level is generally loud. This job also may require the use of a vehicle, and an employee must be able to have those repetitive motions and coordination associated with operating a vehicle or equipment.Position Reports to:
