Job Information Position starting pay:
$36.48 /hr. The initial review of applications will begin starting May 11th, 2026 . Applications received before the initial review date will be considered, with qualifying applicants being eligible to participate in the phone screen process. Position Summary Under the supervision of the Director of Business Services, performs structured, risk-based financial and programmatic monitoring of affiliate nonprofit organizations. The primary focus of the Compliance Accountant will be on Knowledge, Education, for Your Success (KEYS) as a subrecipient of the Homelessness Services Program (HSP) grant funds passed through by the Housing Authority. Ensures full compliance with grant requirements (including OMB Uniform Guidance/2 CFR 200 Standards, County compliance forms, and specific grant terms), safeguards use of funds, identifies risks early, and supports strong operational and financial alignment with development partner HPI and property management partner Reliant. Maintains detailed documentation, prepares summary reports, and serves as a key liaison for financial oversight, audit support, and performance tracking across affiliates. Key Duties/Responsibilities Conducts monthly subrecipient monitoring for HSP, KFS, and KFL grants, including review and analysis of financial statements, invoices, and funding draws to ensure accuracy and compliance with grant requirements. Performs budget-to-actual variance analysis and follows up on discrepancies to ensure proper financial reporting and adherence to approved grant budgets. Conducts program compliance testing using County monitoring tools and performs risk-based transaction testing to verify allowability, allocability, and compliance of sampled expenditures. Prepares and maintains monthly monitoring summaries, documentation, and supporting records for grant compliance and reporting purposes. Performs comprehensive annual grant monitoring reviews, including full-year financial statement analysis, reconciliation of invoices and funding draws to the General Ledger, and full-year budget-to-actual analysis. Compiles and summarizes annual program testing and transaction testing results and prepares annual monitoring reports with supporting documentation. Monitors and reviews financial controls and accounting activities, including bank and credit card reconciliations, deferred revenue reconciliations, and grant revenue recognition in the General Ledger. Reviews salary allocations, cost allocation methodologies, and program cost drivers to ensure proper allocation of expenses across funding sources and programs. Monitors and tracks loans receivable related to HSP and other applicable grant programs. Supports annual financial close and audit activities by preparing lead schedules, participating in audit meetings, coordinating requested documentation, and tracking completion of audit-related items. Assists with nonprofit tax reporting processes, including preparation of supporting schedules for IRS Form 990 and providing documentation and review support. Performs periodic petty cash reconciliations and internal reviews to ensure compliance with financial policies and internal controls. Conducts ongoing financial monitoring and analysis of affiliated organizations, including monthly and quarterly review of financial statements, bank reconciliations, and transaction testing. Participates in regular coordination meetings with affiliated entities and provide follow-up on financial performance, compliance issues, and corrective actions as needed. Maintains organized monitoring systems, calendars, tracking tools, and documentation for all affiliated entities and grant programs. Prepares periodic summary reports for leadership regarding affiliate compliance status, financial performance, and risk indicators. Identify, document, and monitor findings, variances, and corrective actions related to financial monitoring or compliance reviews. Serve as the primary liaison for KEYS regarding HSP subgrant financial monitoring and compliance requirements. Remain current on applicable federal, state, and local regulations, grant requirements, and nonprofit financial management best practices. Support preparation for external audits, grantor monitoring visits, and compliance reviews involving affiliated organizations. Minimum Qualifications Bachelor's degree in Accounting, Finance, Business Administration, Public Administration, or a closely related field. Five (5) plus years of progressively responsible experience in accounting, financial analysis, grant management, nonprofit finance, or financial compliance monitoring. Experience with federal, state, or local grant compliance, subrecipient monitoring, or nonprofit financial oversight is highly desirable. Experience preparing financial reports, conducting financial analysis, and supporting audits is preferred. Equivalent education and experience may be considered. Supplemental Information
