Job Description

Court Accountant Job Description Court Accountant biweekly salary range is $2897.43 to $4077.02 with opportunity for future advancement. Your earning power is more due to the Court paying up to 100% of your health benefits. Advanced placement within the range possible with prior court experience. Under direction of the Court Fiscal Officer, the Court Accountant performs varied and complex professional accounting work related to the preparation, maintenance, verification, and reconciliation of accounting and financial records. This position performs and participates in the maintenance, analysis, development and implementation of accounting, payroll, and related financial procedures and systems, and may be required to lead, train, and assign the work of staff in the Accounting Division. Examples of Essential Duties/Functions Participates in the development, maintenance, and/or implementation of accounting systems, policies, procedures, and standards. Reviews, investigates, and corrects errors in financial entries, transactions, documents, and reports; performs fiscal adjustments to the Court's case management system. Assists in preparing and maintaining monthly fine and fee revenue distributions to local and State agencies. Performs grant accounting functions such as billing, report preparation, reconciliation and monitoring of expenditures, reimbursements, and cash flow. Reviews and posts journal entries, payments, daily deposits, and other accounting and financial data. Ensure compliance with all applicable rules, regulations, policies and procedures, including the Trial Court Financial Policies and Procedures. Assist with training and cross-training other Accounting Division staff. Performs other job-related duties as assigned.
Minimum Qualifications:
Knowledge of:
Generally accepted accounting principles, terminology and practices and their application to a wide variety of accounting transactions with a particular reference to governmental accounting. Preparation and analysis of financial reports and statements. Financial management and review of general ledger, accounts payable, accounts receivable, and payroll. Computer software applications including Tyler Navigator case management system and Microsoft Excel and Word. Applicable rules and statutes related to California trial court financial procedures, especially the Trial Court Financial Policies and Procedures Manual. Modern office practices such as records maintenance and preparing correspondence and reports. Principles of English grammar, spelling, and punctuation. Basic public contact and customer service techniques.
Ability to:
Assist with the coordination, review, preparation and control of Court budgets, financial reports and supporting documentation. Work independently and as a team member. Work effectively in a high-pressure environment with changing priorities. Understand and apply rules, Federal and State statutes, and Court policies and procedures including the Trial Court Financial Policies and Procedures in an accurate and thorough manner. Prepare comprehensive, clear, and concise accounting and statistical reports and/or presentations. Maintain and reconcile financial records; analyze and review financial operations including accounts payable, accounts receivable, payroll, and fine and fee revenue distribution. Communicate effectively, both verbally and in writing; understand and follow through with written and verbal instructions. Establish and maintain effective working relationships with the public, co-workers, and State and local government agencies. Train other Accounting Division staff.
Education and Experience:
Any combination of education, training, and experience that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
Education:
A bachelor's degree in business administration, finance, accounting, or closely related field from an accredited college or university.
Experience:
A minimum of three years of progressively responsible financial record-keeping and accounting experience which has provided the above knowledge and abilities. Experience in a public or governmental agency is preferred.

Additional years of relevant accounting or financial experience may be substituted for required education on a year-to-year basis.
