Job Description

We seek applicants for a full-time position within the Business Office to provide leadership and supervision to the payroll function as well as employee time reporting and leave functions, while maintaining a high degree of professionalism and confidentiality. The Director will provide salary budget management and support the Associate Vice President, Finance and Administration with financial records and reporting. General responsibilities include but are not limited to: Supervise the Analyst and related payroll and leave-recording and reporting functions. Provide expertise on all payroll-related matters, including tax laws, tax sheltered annuities, the State Universities Retirement System (SURS), and other employee benefits, wage garnishment, and other federal and state tax matters. Prepare bi-weekly, quarterly, and annual federal and state wage and tax reports. Reconcile payroll records. Respond to government notices concerning payroll and unemployment taxes, wage garnishments, and tax levies. Prepare and issue W-2's per IRS and State tax reporting rules. Respond to employee inquiries regarding replacement W-2's, statutory and voluntary withholding, the earned income credit, and W-4 and other tax forms. Prepare and post the bi-weekly payroll journal entry and ensure benefits are allocated to the proper funds, accounts, and grants. Assist with the projection, preparation, and monitoring of the annual budget by maintaining the salaries and the employee benefit costs data. Assist with the design, maintenance, and review of internal control systems for payroll, and grants and contract procedures and systems. Work with Grants Office to ensure employees paid by grants are expensed accordingly. Ensure grant compliance as it relates to salary/benefits. Assist with the preparation of various reports, financial statements, reconciliations, journal entries and other year-end closing procedures for College staff and external auditors in support of the annual external audit. Serve as primary liaison with Human Resources staff for pay, benefits, and deduction matters to ensure accuracy of pay and withholdings and create efficiencies with shared information. Serve as primary liaison with Financial Aid staff regarding federal work study student payrolls. Support the Associate Vice President with daily business functions and lead all aspects of payroll operations. Bachelor's degree or appropriate education/experience Three or more years of payroll experience and knowledge of or familiarity with payroll tax laws Work experience using an automated payroll or ERP system Ability to perform accounting reconciliations and complete governmental accounting reports, payroll tax reports, financial reports, budgets, financial surveys, and audit-related reports Ability to work effectively and inclusively with diverse populations of students, employees, and the public while maintaining a high degree of professionalism and confidentiality Strong organizational skills, attention to detail, and ability to problem-solve, work independently, and function professionally under pressure Supervisory experience Professional designation as a Certified Payroll Professional Experience with various systems/platforms such as PeopleSoft, UKG, etc. Experience with new software system implementations and/or upgrades Knowledge of or experience with employee leave reporting Experience working with NACHA and ACH files and online banking systems Applications received by April 13, 2026 will receive priority consideration, with review of applications continuing as needed.
