GENERAL STATEMENT
The Treasurer shall be a professional responsible for the management of investment, borrowing, bank relationships, cash books, disbursements, and receipt of funds. The Treasurer shall be responsible for the work of a bookkeeper or assistant treasurer, employed by the District, who shall prepare and maintain accurate records in preparation for the annual Department of Revenue audit.
RESPONSIBILITIES
Act as the custodian of all funds and securities held in the name of the Regional School District. Obtain quotes and invest available cash. Supervise the maintenance of control records for federal grants. Supervise and evaluate the Bookkeeper; and initial reports. Prepare and submit quarterly and annual summary reports as by the Bureau of Accounts. Calculate accurate assessments to member towns and city to ensure that operation expenses of the District, including debt requirements and interest thereon, are properly allocated to participating communities in accordance with the "Agreement", and certify assessments to participating towns and city of the District. Approve and execute billings to participating towns and cities and take appropriate action to ensure the prompt collection of assessments. Verify and report the monthly reconciliation of all bank accounts held in the name of the School District, ensuring bank statements balance to the general ledger on a monthly basis. Receive and disburse all School District funds in accordance with the M.G.L. and federal law and with the District School Committee Authorization. Verify and submit monthly, quarterly and yearly state and federal withholding tax statements as required by state statute and federal law. Insure that all debt requirements and interest thereon are properly anticipated and allocated as expenditures out of current funds. Maintain and monitor a system by your office for all checks payable to vendors to ensure that they correspond with the listings on the warrants. Verify all moneys received to ensure that proper entries have been made in Cash Receipt Book. Approve payments and sign all checks, promissory notes and all other negotiable instruments. Verify and sign checks for retirement funds, federation dues, credit union, annuities, HMO's and other deductions authorized by the District School Committee. Verify monthly Balance Sheet for submission to the Committee. Verify and certify the District's annual budget and the end of the year financial condition in balance sheet format for submission to the Bureau of Account if and when required. Recommend to the administration and Committee estimated receipts available for the coming fiscal year, and prudent actions at the close, start, and as necessary during each fiscal year. Make reports and appear before the Committee from time to time as requested. Verify and submit to the administration a report of all cash expenditures by major categories and report moneys received for preparation of the End-of Year Report to the State Department of Education. Verify the end of year fiscal statement prepared by your office to be entered in the Annual Report. Give a bond in such sum as shall be required before entering on the duties of the office, the premium on such bond to be paid by the District School Committee. Travel to banking institutions for purposes of account management and monitoring numerous Scholarship and Trust funds for the District Committee. Attend Treasurers and Collectors Association meetings and be reimbursed to budget limits.
