gov/mmb-stat/policies/1422-telework.pdf) _(Within Minnesota or neighboring states) and flexible hours options are available._ As the state's recognized subject matter expert on federal Title IV-E Foster Care and Adoption Assistance programs, this position provides critical fiscal policy leadership and advanced analytical oversight. The incumbent will safeguard the integrity of Minnesota's Title IV-E claiming and reimbursement framework, manage large-scale federal grant awards, and serve as the chief fiscal liaison to federal officials, county leaders, and tribal partners. This role combines high-level strategic consultation with hands-on federal reporting to optimize and protect vital human services funding across the state.
  • Responsibilities include:
  • + Federal Compliance, Reporting & Fund Management + Fiscal Oversight, Operations & Northstar Care Integration + Policy Analysis & Strategic Consultation
  • Minimum Qualifications
  • _•To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month, day and year for each job held.
  • _•Three (3) years of experience in accounting, financial management, fiscal policy analysis, federal grant financial operations or related work (such as developing biennial and operating budgets, creating spending plans, establishing and maintaining government accounting systems, or managing the fiscal development, tracking, and renewal of state or federal grants).
Experience must demonstrate the following:
+ Assisting with documentation and audit findings to ensure issues are accurately resolved. + Creating, analyzing, and presenting detailed financial reports, to internal and external stakeholders. + Budget planning and analysis systems. + Ability to research and interpret complex legislation. + Providing training and technical assistance to unit staff and other partners. A bachelor's degree in accounting, finance or a related field may substitute for 12 months of experience
  • OR•A master's degree in accounting, finance or a related field may substitute for 18 months of experience.
  • Preferred Qualifications
  • + Experience with Statewide Integrated Financial Tool (SWIFT) the State's accounting and procurement system.
+ Experience with the State's Enterprise Grant Management System. + Experience with SWIFT grants module, grant project identification/coding, reporting and management. + Experience with Grant Management Life Cycle. + Experience with indirect cost plans, rate setting, and/or cost allocations. + Variety of experiences working effectively with others from different backgrounds and cultures.
