Job Summary - Why you'll love this position The new Division of Information Technology is seeking candidates for an Accountant Manager/Fiscal Liaison (Special Assistant Professional). This is a key leadership position within the Division with a high level of responsibility around all fiscal matters related to technology and the new Division.

The Department of Social Services partners with families and communities to protect children, rehabilitate youth and move families to self-sufficiency so that Missourians can lead safe, healthy and productive lives. Responsibilities - What you'll do Budget Oversight of the Division's Budget Books, both Department Request and Governor's Recommendation. This includes working with leadership and program staff to develop core reallocations, core request forms, program description forms, new decision items and form 9's. Responsible for the coordination of responses to inquiries/requests from the Division of Finance and Administrative Services (DFAS); the Office of Administration and the General Assembly. Accountable for all divisional fiscal notes and processes. Work with DFAS on budget control issues. Coordinate with DFAS on PS/EE allocations. Attend all budget hearings during legislative session, which may include any special session and/or veto session regarding budget. Participate in budget presentations at the legislature with the division director. Keep the division director informed on all related fiscal matters. Contract Management Represent the division in RFP development and pre-bid conferences and participate in contract and DSS delegation evaluations in coordination with division program staff. Work with DFAS and program staff on contract enforcement. Financial Quality Assurance and Compliance Work with DFAS to identify areas of concern to focus compliance and quality assurance reviews. Coordinate division corrective actions from DFAS compliance and quality assurance reviews. Coordinate with DFAS responses to external audit questions and responses to/corrective action plans from external audit findings. Coordinate division's implementation of corrective action plans from external audit findings. Serve as point of contact for the division related to state and federal audits and reviews. Accounts Payable/Accounts Receivable Work with DFAS accounts payable and budget staff to ensure accurate coding of payments; monitor expenditures for correct multi-level coding. This would include payments from the state accounting system, as well as other payment systems. Coordinate between DFAS and programs the development of and adherence to policies and procedures to report/manage receivables and debt. Cross Functional Work in coordination with DFAS to develop and monitor comprehensive budget and spend plans to guide fiscal and administrative activities supporting program initiatives, such as contract awards and cash management. Assist DFAS in assuring program division adherence to fiscal and administrative policies. Qualifications - All you need for success
Minimum Qualifications:
A Bachelor's degree from an accredited college or university with a minimum of 15 earned credit hours in one or a combination of the following: Accounting, Finance, Economics, Public or Business Administration, or a closely related field; and, Four or more years of professional experience in accounting, auditing, purchasing, budgeting, fiscal management, or in general management with some fiscal responsibility.
Preferred Qualifications:
Experience working with the Missouri General Assembly. Lack of post‐secondary education will not be used as the sole basis denying consideration to any applicant.
