Job Description

Under general supervision, performs administrative and fiscal control work for County government. Work involves preparing journal entries, approving capital projects accounts payables, and preparing various reports and schedules. Oversees the annual audit and provides necessary documentation for annual financial report. Works with Assistant Director in maintaining standards of financial operation in the Department. Reports to the Assistant Director of Financial Services.

Assists in the maintenance, control, and analysis of the fiscal operations of County government; maintains adequate accounting records to document compliance with local, state and federal laws and ordinances; safeguards assets of the County through implementation or acquisition of adequate internal control mechanisms, investments and insurance coverage. Administers the capital, grant and bond expenditure programs including research, analysis and monitoring of project expenditures. Provides assistance in preparation of annual budget and financial reporting. Assists employees, vendors, and citizens with finance and accounting-related questions and problems. Compiles data necessary for actuaries to complete law enforcement separation allowance and other post-employment benefits valuations, as well as the County's Cost Allocation reports and other related items. Directs and oversees the County's internal audit of Fire & EMS programs to ensure adequate internal controls. Assists in preparation of State of North Carolina annual financial reports (ie: AFIR, Annual Tax Reports, Secondary Market Disclosure, LGC-203, etc.) as well as various other required state and federal reports, invoices, schedules and forms. In addition, position to serves as point of contact for completion of audit and the preparation of schedules for the audit process. Assists County department heads as necessary; answers inquiries and explains policies and procedures of department.

Bachelor's Degree in accounting, finance or business administration and 3 years of managerial, budgeting, accounting or auditing experience, preferably in a governmental setting; or any equivalent combination of train­ing and experience which provides the required knowledge, skills and abilities.
