$70,000-87,000 annually; BCHA contributes 11.12% for employee retirement.

Medical insurance, Life insurance, Long Term Disability, vacation and sick time accrues with years employed Position Summary The Senior Accountant is responsible for performing and overseeing advanced accounting functions, including financial reporting, general ledger management, budget support, audit coordination, cash management, and regulatory compliance. This position plays a key role in ensuring accurate financial records, maintaining strong internal controls, and supporting the financial integrity of the Authority. The Senior Accountant performs complex accounting work related to public housing programs and federal funding sources, including compliance with U.S. Department of Housing and Urban Development (HUD) requirements, Generally Accepted Accounting Principles (GAAP), and Governmental Accounting Standards Board (GASB) standards. In addition to accounting responsibilities, the Senior Accountant serves as the primary liaison to Human Resources and payroll vendors to ensure timely payroll processing, benefits administration, personnel documentation, and compliance with employment-related requirements. Essential Duties and Responsibilities Accounting & Financial Management 1. Maintain and oversee the Authority's general ledger and accounting records to ensure accuracy and completeness. 2.
Prepare and review:
  • Journal entries
  • Bank reconciliations
  • General ledger reconciliations
  • Financial statements
  • Budget reports
  • Supporting schedules 3.
Assist with monthly, quarterly, and annual financial close processes. 4. Prepare and analyze monthly financial statements and variance reports for leadership and Board review. 5. Monitor revenues, expenditures, grants, reserves, and program funding to ensure financial compliance and sustainability. 6. Support development and monitoring of annual operating and capital budgets. 7. Cash management, forecasting, and financial planning. 8. Monitor accounts payable and receivable processes and ensure proper coding and documentation. 9. Review payroll-related accounting entries and ensure appropriate financial reconciliation. 10. Maintain fixed asset schedules and depreciation records. 11.

Assist with procurement compliance and financial documentation requirements. Audit, Compliance & Reporting 1. Coordinate preparation of schedules and supporting documentation for annual independent audits. 2. Serve as primary contact for auditors regarding assigned accounting areas. 3. Prepare financial reports and documentation required for HUD and other regulatory agencies. 4. Assist in implementing corrective action plans related to audit findings when necessary. 5. Monitor compliance with internal financial controls and recommend process improvements. Human Resources & Payroll Vendor Coordination 1. Serve as organizational liaison to Human Resources and payroll vendors. 2.

Ensure accurate payroll-related records, deductions, and benefit contributions. 4. Monitor vendor responsiveness and escalate concerns as needed. 5. Assist leadership with compensation tracking, wage analyses, and personnel budgeting. Leadership & Administrative Support 1. Provide guidance and training to accounting support staff, including a part-time Accounting Assistant if assigned. 2. Assist in developing and improving accounting workflows, internal controls, and administrative procedures. 3. Support Executive Director and leadership team with financial analysis and operational reporting. 4. Attend Board meetings as requested and assist in preparing financial presentation materials. 5. Maintain confidentiality of financial, personnel, and organizational information. 6. Perform other duties as assigned. Required Knowledge, Skills, and Abilities
  • Strong knowledge of accounting principles, financial reporting, and internal controls.
  • Knowledge of governmental accounting, fund accounting, and grant accounting preferred.
  • Knowledge of HUD housing programs and PHA financial operations preferred.
  • Understanding of payroll and benefits administration.
  • Strong analytical and problem-solving skills.
  • High level of attention to detail and accuracy.
  • Ability to manage multiple deadlines and competing priorities.
  • Strong written and verbal communication skills.
  • Ability to explain financial information clearly to non-financial staff and leadership.
  • Strong proficiency in spreadsheets, accounting systems, and financial software.
  • Ability to maintain confidentiality and professionalism.
Minimum Qualifications Education:
Bachelor's degree in Accounting, Finance, Business Administration or related field.
Experience:
Minimum of 4-6 years of progressively responsible accounting experience.
Preferred Qualifications:
  • Governmental or nonprofit accounting experience
  • Public Housing Authority or HUD experience
  • Experience with fund accounting
  • Experience using Yardi or similar property/accounting systems
  • Supervisory or lead accounting experience
  • CPA or CPA-track candidate preferred but not required Working Conditions Work is primarily performed in an office setting with occasional attendance at meetings, trainings, and Board meetings.
Occasional evening meetings may be required. Physical Requirements Requires prolonged sitting, standing, computer use, and occasional lifting of office materials up to 20 pounds.
Pay:
$70,000.00 - $87,000.00 per year
