The Financial Control Division within the Department of Finance and Administration is the state's financial oversight body. Why does the job exist? This position is responsible for, but not limited to, managing and preparing the State's Annual Comprehensive Financial Report (ACFR) as well as the annual Statewide Cost Allocation Plan (SWCAP). This position is tasked with preforming internal control evaluations of assigned State agencies, monitoring State agency transactions and journal entries, ensuring compliance with the State's model of accounting practices (MAPs), and updating the State's model of accounting practices (MAPs). In addition, the position is responsible for staying informed of changes in Governmental Generally Accepted Accounting Principles (GAAP). How does it get done? Preparation of the State's ACFR pursuant to Section 6-5-4.1 NMSA 1978 and ensure that the ACFR is available for annual audit pursuant to the State Audit Ace, Section 12-6-3.a NMSA. Implementation of specialized reporting software and re-design the ACFR preparation process to leverage the capabilities of the software. Conduct all central accounting and fiscal reporting for the State as a whole and produce interim statewide financial reports and the State's ACFR pursuant to 6-5-2-1E NMSA Perform DFA's internal control evaluation review process and ensure that state agencies have adequate internal controls to prevent accounting errors and violations of state and federal laws and rules related to financial matters. Develop, monitor, update, and enforce MAPs pursuant to 6-5-2.B NMSA. Ensure state agencies comply with MAPs and assist agencies in resolving financial questions or issues. Development of training materials and training of state agencies employees. Prepare the annual SWCAP to meet federal reporting requirements. Who are the customers? This position is responsible for interfacing and monitoring of State agencies and component units of the State and is responsible to the executive staff, bonding agents, taxpayers, the Governors office, and other entities that review and rely on the published ACFR to make financial decisions for the State of New Mexico. Minimum Qualification Bachelor's degree in Accounting, Finance, Auditing, or Business Administration and three (3) years of experience in accounting, auditing, finance, budgeting, public accounting, and conducting financial audits to include a minimum of two (2) years preparing Comprehensive Annual Financial Reports or equivalent experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling seven (7) years may substitute for the required education and experience. Employment Requirements State issued ID or Driver's License. Pre-employment criminal background check is required, and employment is conditional pending results. Working Conditions Work is performed in and office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage.
