ABOUT PBWR
Permian Basin Water Resources (PBWR) is a water, wastewater, and recycled water utility holding and operating company. PBWR currently owns and operates Greenwood Water Corporation and Park Water Company in the rapidly growing Greenwood area of Midland County. These utilities are regulated by the Public Utility Commission of Texas. Our mission is to solve complex regional water issues using advanced technology, partnership, regional planning, and recycled water, and to provide safe, reliable drinking water and wastewater service to our customers. The business is rapidly expanding and full of opportunity.
ROLE OVERVIEW
The Controller is a hands-on senior accounting leader responsible for the full scope of financial operations across multiple legal entities. The ideal candidate brings strong technical accounting skills, comfort with regulated utility reporting, and the ability to operate effectively in a lean, growth-stage environment where initiative and adaptability matter as much as credentials.
DUTIES AND RESPONSIBILITIES
  • Plan, direct, and coordinate all accounting operational functions, including invoices, payroll, reconciliations, tax returns, expenses, accounts payable, accounts receivable tracking, check posting, and cash handling
  • Manage bank reconciliations, cash flow monitoring, and treasury functions
  • Manage the accumulation and consolidation of all financial data necessary for accurate accounting across multiple legal entities, including inter-company transactions
  • Coordinate and prepare internal and external financial statements
  • Coordinate activities of external auditors
  • Oversee regulatory reporting, tax planning, and compliance with Public Utility Commission of Texas requirements, including annual report filings
  • Manage the relationship with the third-party utility billing vendor, including contract oversight, performance monitoring, billing accuracy review, and coordination with internal financial records
  • Manage the budget process, project cost accounting, and purchase order process
  • Assess current accounting operations, offer recommendations for improvement, and implement new processes
  • Prepare special reports by collecting, analyzing, and summarizing information and trends
  • Evaluate accounting and internal control systems
  • Evaluate the effectiveness of accounting software and supporting databases as needed
  • Develop and monitor business performance metrics
  • Provide management with information vital to the decision-making process
  • Hire, train, and retain skilled accounting staff
  • As a lean organization, support day-to-day office operations as needed, including administrative accounting functions
QUALIFICATIONS AND SKILLS
The ideal candidate is a detail-oriented accounting professional with broad experience across the full accounting cycle. Strong skills in financial reporting, internal controls, and budgeting are essential. The Controller must be comfortable working across multiple legal entities and managing both strategic financial functions and hands-on operational tasks in a small-company environment. Proficiency with QuickBooks, Excel, and Microsoft Office is required. Experience with utility or regulated industry accounting is strongly preferred.
EDUCATION, EXPERIENCE, AND LICENSING
  • Bachelor's degree in Accounting required; CPA designation is a plus
  • Minimum 5-10 years of accounting and finance experience
  • Experience managing accounting across multiple legal entities under different legal structures
  • Experience with financial reporting requirements for regulated industries
  • Regulatory accounting experience (PUC/TCEQ utility environment) strongly preferred
