Rate of Pay:
$30.82 Under general direction, the Financial Accountant III performs advanced professional-level accounting involving the research and analysis of financial transactions and municipal reporting. This position serves as a technical lead, providing guidance on the application and interpretation of Generally Accepted Accounting Principles (GAAP) and GASB pronouncements.
Essential Duties and Responsibilities:
The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed.
Financial Reporting:
Prepares and reviews the City's Annual Comprehensive Financial Report (ACFR) and the Financial and Compliance Reports for Federal and State Grants (Single Audit Reports).
Statement Analysis:
Generates monthly, quarterly, and annual financial statements and budgetary reports, including comprehensive variance analysis.
Audit Support:
Prepares and assists internal/external auditors with "Prepared By Client" ($PBC$) requirements for the annual audit.
Technical Interpretation:
Analyzes new pronouncements issued by the Governmental Accounting Standards Board ($GASB$) and proposes system recommendations to management.
Departmental Consulting:
Advises other City departments on recording transactions and fiscal records; instructs employees on technical accounting problems to ensure compliance.
Liaison Services:
Acts as a primary liaison between the Finance Department and other City departments to ensure seamless customer service.
Issue Resolution:
Recognizes and resolves complex accounting issues based on previous experience and professional judgment.

Education and Experience:
Required:
Bachelor's Degree from an accredited college or university. Four (4) years of increasingly responsible professional accounting experience. Successful completion of a criminal history background check, education, and work history verification, and drug screening test.
Knowledge, Skills, and Abilities:
Extensive knowledge of governmental accounting principles, $GAAP$ guidelines, and $GASB$ pronouncements. Knowledge of Federal, State, and local laws relating to municipal finance. Advanced skill in utilizing personal computers and associated software, particularly regarding spreadsheets and graphical presentations. Ability to schedule and coordinate complex projects while maintaining accuracy.
Working Environment:
Work is performed primarily inside an office environment. Operating computer, manual dexterity, talking, hearing, and repetitive motion. Use of personal computer equipment, telephone, and multi-functioning printer.
Physical and Mental Requirements:
Ability to perform all physical, intellectual, and analytical requirements including high-level decision making. Ability to work in a stationary position most of the day while maintaining focus on detailed data. Ability to establish and maintain effective working relationships with co-workers and management.
