Job Description
JOB SUMMARY
An individual in this position is responsible for managing and overseeing the financial aspects of the municipality's water utility billing operations. This role ensures accurate revenue recognition, compliance with accounting standards, and continuous improvement of billing processes.ESSENTIAL JOB FUNCTIONS
Revenue Management Monitor and reconcile utility revenue streams, including water, sewer, and related services. Track accounts receivable and manage delinquent accounts in compliance with city policies. Prepare revenue forecasts and contribute to budget planning. Financial Reporting Prepare monthly, quarterly, and annual financial reports related to water utility operations. Support the city's annual audit and ensure compliance with GASB standards. Maintain accurate records for internal and external reporting requirements. Process Improvement Identify opportunities to streamline billing and accounting processes. Implement best practices to improve efficiency, accuracy, and customer service. Collaborate with IT and finance teams to enhance system functionality. Tyler Munis ERP System Utilize Tyler Munis for billing, revenue tracking, and financial reporting. Train staff on Munis modules related to utility billing and accounting. Serve as a subject matter expert for system upgrades and integrations. Performs other duties as assigned.Qualifications:
MINIMUM REQUIREMENTS TO PERFORM WORK
Bachelor s degree in Accounting, Finance, or related field. Minimum 3-5 years of experience in utility billing or governmental accounting. CPA or municipal accounting experience preferred. Strong knowledge of Tyler Munis ERP software and the Microsoft Office Suite preferred.KNOWLEDGE, SKILLS, AND ABILITIES
Attention to detail and accuracy in financial data. Customer service orientation for handling billing inquiries. Analytical thinking to interpret financial trends and recommend improvements. Technical proficiency in ERP systems and Microsoft Excel. Adaptability to evolving municipal policies and technology upgrades. Excellent analytical, problem-solving, and communication skills.PHYSICAL DEMANDS
The work is sedentary to light work which requires exerting up to 25 pounds of force occasionally and/or negligible amount of force frequently or constantly. Additionally, the following physical abilities are required: Must be able to sit for extended periods of time.WORK ENVIRONMENT
