Job Description

We're looking for a detail-driven and motivated Accountant I or II to join our team. In this role, you'll play a key part in maintaining accurate financial records while also overseeing payroll processing, ensuring our employees are paid accurately and on time. GENERAL PURPOSE
Perform professional accounting, budgetary, and payroll functions essential to the establishment, analysis, updating, auditing, reconciling, and maintenance of financial records. This role supports the City's payroll, accounting, and budget systems, and involves providing administrative support in the review, analysis, and development of designated budgets and accounts. Also responsible for preparing and auditing a variety of financial, statistical, and budgetary reports, statements, and records.
SUPERVISION RECEIVED
Receives direction from the Assistant Director of Finance but may receive direction from higher-level accountants.
ESSENTIAL FUNCTIONS
Performs all duties related to processing payroll including filing Federal and State taxes and issuing W-2s as assigned. Prepares and posts monthly, quarterly, and year-end journal entries as assigned by the Assistant Director of Finance or Senior Accountant. Balances general ledger accounts on a monthly, quarterly, or yearly basis as assigned. Reconciles account balances and prepares schedules for independent auditors in their performance of the annual audit; answers questions; locates materials; explains procedures and policies as requested. Prepares reconciliation of bank accounts and investments as assigned. Makes recommendations to improve financial functions to the Assistant Director of Finance. Prepares various state reports/returns such as unclaimed property reports, sales tax reports, etc. Prepares various grant billings, accounting, and balancing. Accounts for outstanding bonds as necessary including bond payments, construction draw downs, and arbitrage rebate calculations. Prepares necessary project accounting as needed. Prepares reconciliation of assigned bank accounts and investments. May act as backup to Accounting Clerk as needed. Assists department users with the City's financial ERP system. Performs related duties as required.
ADDITIONAL ACCOUNTANT II FUNCTIONS
Researches laws, regulations, City policy, and standards issued by accounting boards and professional organizations including FASB, GASB, GFOA, and AICPA. Assists with implementation of new laws and regulations to ensure the City complies. Suggests policy changes where required. Assists in the preparation of the yearly or biennial budget.
MINIMUM QUALIFICATIONS ACCOUNTANT I
Education and Experience:
Two (2) years of college level classes or training from an accredited university. AND Two (2) years of experience related to the above duties. OR Bachelor's Degree from a regionally accredited college or university with major course work in accounting, finance, or other closely related field. OR An equivalent combination of education or experience.
ACCOUNTANT II
Education:
Bachelor's Degree from a regionally accredited college or university with major course work in accounting, finance, or other closely related field.
Experience:
Two (2) years of experience related to the above duties in an accounting office. OR An equivalent combination of education or experience.
Additional Requirements:
Must be at least 18 years old. Requires a valid Utah Driver's License. Must be able to pass a pre-employment drug test, background check, and driving record check.
PREFERRED QUALIFICATIONS
Experience working in Local or State Government Experience with payroll processing.
KNOWLEDGE, SKILLS, AND ABILITIES
Must possess a working knowledge of basic mathematical calculations, generally accepted accounting principles, knowledge and understanding of financial statements, journal entries, debits and credits, and fixed asset accounting. Ability to demonstrate keyboard skills and 10-key with accuracy. Working knowledge of general office maintenance and practices; utility billing and collection procedures and processes. Ability to utilize various programs related to word and word processing, spreadsheet, and database management to produce or compose formal documents, reports, and records. Ability to communicate effectively both verbally and in writing in English. Ability to develop effective working relationships with supervisors, fellow employees, and the public.

Must have great interpersonal communication skills, telephone etiquette, and public relations skills.

Ability to communicate calmly and effectively with irate customers. Ability to maintain strict confidentiality related to sensitive administrative information.
WORK ENVIRONMENT
Employee performs in a typical office setting with appropriate climate controls. Tasks require a variety of physical activities, not generally involving muscular strain, including walking, standing, stooping, sitting, reaching, and light lifting. Talking, hearing and seeing are essential in the performance of daily tasks. Common eye, hand, finger dexterity exists. Mental application utilizes memory for details; verbal instructions, emotional stability and discriminating thinking.
