The selected candidate will support accounting operations, IPSAS implementation, financial reporting, audit coordination, reconciliations, and preparation of consolidated annual financial statements. The ideal candidate is a highly experienced accountant with strong knowledge of International Public Sector Accounting Standards (IPSAS), public-sector or international organization accounting, audit support, and financial statement preparation. Key Responsibilities Support development, implementation, and compliance with accounting policies, directives, and international accounting standards. Provide subject matter expertise on IPSAS accounting policies and implementation. Draft and update accounting guidance, briefing materials, reports, and financial documentation. Support development and delivery of IPSAS-related training across organizational entities. Support daily accounting operations, including general ledger activities, cash management, financial reporting, and bank reconciliations. Conduct monthly and quarterly reconciliations, closeout activities, and supporting documentation. Support preparation and coordination of consolidated annual financial statements. Assist with end-of-year financial guidance and reporting requirements. Ensure funds from NATO member nations are properly accounted for and reconciled. Support periodic cash verifications and document corrective actions as needed. Support fixed asset and intangible asset accounting, including asset registers, acquisitions, retirements, and proper accounting treatment. Provide audit support, including evidence collection, responses to audit inquiries, and tracking closure of audit recommendations. Provide recommendations related to reimbursable services, service-level agreements, accounting operations, and asset management. Required Qualifications University degree in finance, accounting, audit, or related field; or professional certification such as CPA, ACCA, CIPFA, or national equivalent. Minimum 10 years of experience developing finance and/or accounting plans, policies, and processes. Minimum 10 years of experience developing and presenting financial analysis, controls, processes, and reporting to support effective operations. Minimum 5 years of experience analyzing and preparing financial statements in the public or private sector. Minimum 5 years of demonstrated experience applying IPSAS accounting principles, procedures, and standards. Demonstrated ability to support IPSAS implementation. Experience implementing intangible asset accounting policies, procedures, and registers. High proficiency with Microsoft Office and collaborative software tools. Professional English fluency. Active SECRET clearance. Preferred Qualifications CPA, ACCA, CIPFA, or equivalent professional accounting credential. Experience supporting NATO, international organizations, government agencies, or public-sector financial management environments. Experience preparing consolidated financial statements. Experience supporting financial and performance audits. Experience with fixed asset accounting, intangible asset accounting, and asset register management. Experience developing financial policies, accounting procedures, and training materials. Work Environment This position will be performed onsite in a normal office environment at HQ SACT in Norfolk, VA. No travel is anticipated.
