Job Description
Education/Experience:
Any of the following combinations of experience in accounting, budgeting, financial management, or related financial operations and completed education in Economics, Finance, Business Administration, Accounting, or a directly related field: High school diploma/GED and ten (10) years of progressively responsible experience in accounting, budgeting, or financial management, including three (3) years of leadership experience, which may include supervisory, management, coaching, mentoring, or staff development responsibilities. Associate's degree in accounting, finance, business administration, or a related field and eight (8) years of progressively responsible experience in accounting, budgeting, or financial management, including three (3) years of leadership experience, which may include supervisory, management, coaching, mentoring, or staff development responsibilities. Bachelor's degree in accounting, finance, business administration, or a related field and six (6) years of progressively responsible experience in accounting, budgeting, or financial management, including three (3) years of leadership experience, which may include supervisory, management, coaching, mentoring, or staff development responsibilities.Knowledge, Skills, and Abilities:
Knowledge of Generally Accepted Accounting Principles (GAAP) for governmental organizations, government accounting standards, and accounting practices and principles. Knowledge of government financial reporting requirements, including preparation of annual financial reports. Knowledge of financial management and accounting systems, including automated financial systems used for financial tracking and reporting. Knowledge of financial operations within complex, multifunctional organizations and the coordination required to support organizational priorities and timelines. Skills in using financial management and accounting systems to monitor and manage financial activity. Skills in preparing and analyzing financial statements and financial reports. Skills in developing and utilizing financial forecasting models to support budgeting, variance analysis, and financial planning. Skills in identifying unusual or suspicious financial transactions to support internal controls and prevent fraudulent activity. Skills in customer service and stakeholder support, including working with vendors, internal customers, and external partners to resolve financial issues. Ability to communicate effectively and actively listen to others, demonstrating that perspectives and concerns are understood. Ability to build and maintain effective collaborative working relationships with staff, leadership, and internal and external stakeholders. Ability to interpret and explain policies, procedures, and financial requirements to staff and stakeholders. Ability to prioritize and manage multiple tasks simultaneously, while meeting critical deadlines.Union/Grade:

No What your work environment would be: You would perform your work in a standard office setting. Work may sometimes require travel between your primary work site and other sites. What steps the recruitment process involves: We review your minimum qualifications. We request your Work Record Evaluation (ATU employees only). We rate your education and experience. We conduct a structured panel interview. We conduct a selection interview. Once you have successfully completed the steps above, then: If you are new to the Metropolitan Council, you must pass a drug test (safety sensitive positions only), and a background check which verifies education, employment, and criminal history. A driving record check and/or physical may be conducted if applicable to the job. If you have a criminal conviction, you do not automatically fail. The Metropolitan Council considers felony, gross misdemeanor and misdemeanor convictions on a case-by-case basis, based on whether they are related to the job and whether the candidate has demonstrated adequate rehabilitation. If you are already an employee of the Metropolitan Council, you must pass a drug test (if moving from a non-safety sensitive position to a safety sensitive position) and criminal background check if the job you're applying for is safety sensitive, is a supervisory or management job, is in the Finance, Information Services, Audit, or Human Resources departments, or has access to financial records, files/databases, cash, vouchers or transit fare cards.
