JOB SUMMARY
This position assists the Finance Director in managing the City's financial and accounting operations and oversees the daily operations of general accounting for the City, ensuring accuracy, integrity, and reliability of all financial data. Lead month-end and year-end close processes, maintain strong internal controls, and supervise a high-performing accounting team. Ensure compliance with GAAP, GASB, and Missouri city finance requirements, coordinate external audits, and provide financial guidance to support city operations and strategic decision-making. Drive the effective use of accounting systems and fostering an environment of continuous improvement to enhance efficiency and focus attention on analysis and exception management, implements established financial policies and procedures, ensures accurate financial records, and supports compliance with applicable laws and professional standards.
MAJOR DUTIES
Assists the Finance Director in overseeing municipal accounting and financial operations, including general ledger, accounts payable and receivable, and financial reporting. Manages assigned accounting functions and ensures accurate, timely processing of financial transactions. Prepares routine financial reports, reconciliations, and analyses. Assists with the development, monitoring, and administration of the annual operating and capital budgets. Coordinates external audit process. Prepares annual financial statements and reporting including the City's Annual Comprehensive Financial Report (ACFR). Implements and maintains internal controls and financial procedures as directed by the Finance Director. Actively supports and fosters a culture of continuous improvement. Assists with cash management, grants, debt administration, and financial forecasting, as assigned. Provides financial data and technical assistance to department staff. May supervise assigned accounting staff and provide training and work direction. Performs related duties as assigned.
MINIMUM QUALIFICATIONS
Bachelor's degree in accounting. CPA or CPFO designation preferred. A minimum of three (3) years of progressively responsible experience in governmental accounting or public-sector finance. Supervisory experience is preferred but not required. Working knowledge of GAAP and GASB standards. Proficiency with financial management systems and Microsoft Office applications. Ability to prepare accurate financial reports and communicate effectively with staff and stakeholders. Possession of a valid driver's license.
