Downtown - St. Louis, MO Incumbents in this position are responsible for supervising and monitoring accounting functions for the Department of Human Services (DHS) St. Louis Area Agency on Aging (SLAAA) programs. This position plans, organizes, assigns, and directs the work activities of subordinate staff.Essential Functions and Responsibilities:
Plans, organizes, assigns and directs the work activities of subordinate staff to realize the unit's work goals and to ensure the consistent application of unit and/or technical policies, procedures and guidelines. Trains subordinate staff in the work principles, policies and or procedures to maintain and/or improve the production levels of employees in accordance with established work performance standards. Assists in preparing required fiscal reports to various federal, state or local agencies for SLAAA programs. Oversees maintenance of all SLAAA ledgers and journals. Reconciles general ledgers generated by the Comptroller's Office to SLAAA books on grants on a monthly basis. Logs and tracks other departmental contracts after approval of DHS Fiscal Manager, and distributes executed contracts. Represents and acts on behalf of the DHS Fiscal Manager in their absence. Maintains DHS Fixed Asset Management records and reconciles with the reports generated by the Comptroller's Office. Coordinates change in status of the fixed assets (SLAAA and City Funds). Reviews final books at the end of each fiscal year. Acts as an Accounting Coordinator during absence of an Accounting Coordinator in the office. Assists other Fiscal Division Accountants in preparing year-end final reports for the A-133 audit. Performs other duties as assigned.Knowledge, Skills, and Abilities:

Requires the ability to perform mid-level data analysis including the ability to audit, deduce, assess, conclude and appraise. Requires discretion in determining and referencing such to established criteria to define consequences and develop alternatives.Human Interaction:
Requires the ability to provide first line supervision. Ability to persuade, convince, and train subordinates. Ability to advise and provide interpretation regarding the application of policies, procedures and standards to specific situations.Equipment, Machinery, Tools and Materials Use:
Requires the ability to operate a variety of office equipment such as computer terminal, typewriter, telephone, fax machine, calculator/adding machine, computer printer and photocopier.Verbal Aptitude:
Requires the ability to utilize a variety of reference, descriptive and advisory data and information such as financial statements, billing statements, vouchers, invoices, budgets, budget reports, audit reports, accounting methods, computer software operating manuals, ordinances, chart of accounts, statutes, procedures, guidelines and non-routine correspondence.Mathematical Aptitude:
Requires the ability to perform addition, subtraction, multiplication and division; calculate decimals and percentage; perform mathematical operations involving basic algebra; develop and interpret descriptive statistical reports.Functional Reasoning:
Requires the ability to apply principles of influence systems such as supervision, leading, planning, coordinating and controlling. Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution.Situational Reasoning:
Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory, judgmental and/or subjective criteria, as opposed to criteria that are clearly measurable or verifiable.Environmental Factors:
Work is normally performed in an office environment under generally safe and comfortable conditions where exposure to disease and irate individuals poses a very limited risk of injury.Physical Requirements:
Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and pulling of objects weighing five (5) to ten (10) pounds. Tasks may involve extended periods of time at a keyboard or workstation.Sensory Requirements:
Requires the ability to recognize and identify similarities or differences between characteristics of shapes to clearly distinguish objects and sounds to instruct subordinates and communicating with others. Ability to sustain prolonged visual concentration. Qualifications A Bachelor's degree in Accounting, Finance, or a Business degree with a minimum of 30 credit hours in Accounting; plus two years of professional accounting and/or auditing experience. OR an equivalent combination of education, training and experience.Preferences:
Supervising or leading/coordinating the work of others performing accounting functions. Certification as a CPA (Certified Public Accountant).Scoring Components and Their Weights Experience and Training:
