Job Description

SCOPE OF WORK
The Accounts Payable Manager is responsible for planning, organizing, and directing the daily operations of the Accounts Payable Department for the Standing Rock Sioux Tribe. This position ensures the accurate, timely, and compliant processing of accounts payable transactions in accordance with governmental accounting standards, organizational financial policies, internal controls, and applicable regulations. The Accounts Payable Manager supervises accounts payable staff, maintains vendor relationships, supports audits, and collaborates with departments to ensure effective financial operations and accountability.
KEY DUTIES & RESPONSIBILITIES
Manage and oversee daily accounts payable operations, including invoice processing, payment approvals, check runs, ACH/wire transfers, and vendor payments. Review and approve accounts payable transactions to ensure proper authorization, accurate account coding, supporting documentation, and compliance with financial and procurement policies. Reconcile accounts payable subsidiary ledgers to the general ledger and assist with month-end/year-end closing activities, financial reporting, and 1099 preparation. Monitor accounts payable aging reports, research discrepancies, and resolve outstanding payment issues, vendor disputes, and duplicate payments in a timely manner. Develop, implement, and maintain internal controls, accounts payable procedures, and compliance with governmental accounting standards, procurement regulations, and audit requirements. Serve as the primary contact for vendors and internal departments regarding payment status, invoice discrepancies, account coding, and accounts payable procedures. Supervise and train Accounts Payable staff, evaluate performance, and recommend workflow improvements, automation initiatives, and best practices to improve operational efficiency. Perform other duties as assigned by the Chief Financial Officer.
PREFERRED QUALIFICATIONS
Bachelor's degree in Accounting, Finance, Business Administration, or related field preferred. Equivalent education, training and experience will be considered. Five (5) years of progressively responsible accounts payable or governmental accounting experience, including supervisory experience.
