Electronic (Using your CalCareer Account) Job Description and Duties The Operations Bureau performs prepayment audits of claims from state agencies to ensure legality, validity, and compliance with laws and regulations. The auditing process serves as a safeguard against improper claims by verifying legal justification, budget appropriation, and program alignment. It ensures claims confirm authority and consistency with relevant state and federal statutes, judicial opinions, attorney general guidance, and the California Constitution. Under close supervision provided by a Principal Claim Auditor, the incumbent will conduct technical prepayment audits of claim schedules and vouchers submitted by state departments for payment from the State Treasury. The audits will consist of examining paper claims, vouchers within the FI$Cal system, and supporting documentation to determine if: proper funds and appropriation exist and may be charged; there is sufficient authority for incurring the financial obligation; and the expenditure is within the statutory function of the agency and is legal in accordance with the State Constitution, Statutes, applicable court decisions and Attorney General opinions and complies with terms and conditions of the applicable contract(s).Duties Performed:
(Candidates must perform the following functions with or without reasonable accommodations.) Audit-related Tasks Audit claims to ensure payments are legal, valid and proper for payment from the State Treasury. Verify that legal authority to incur financial obligations exists and are proper in regard to the agency's programs. Verify claims are charged against the proper appropriations and comply with contract terms, California Department of Human Resources (CalHR), and other regulatory and statutory provisions. Verify claims are supported by proper evidence and documentation. Validate work was performed or goods delivered. Perform research using the State Constitution, State and Federal statutes, opinions of the Courts and Attorney General, California Administrative Code, and SCO opinions. Contract-related Tasks Review grants, contracts, and contract amendments. Prepare contract briefs of provisions for entry into a contracts database for use in reviewing claims for payment of contracts. Post contract payments to the contracts database to ensure that total payments claimed do not exceed total contract amount. Communication Answer questions that arise in the course of reviewing claims for legality and validity of payment. Prepare written summaries of claim corrections for errors for lead auditor review. Prepare claim correction and claim rejection letters to agencies explaining reasons for correction or rejection. You will find additional information about the job in the . Working Conditions This position is located at The Park, a quaint and historical campus environment two blocks from McKinley Park, in the heart of residential East Sacramento. This position is eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the State Controller's Office policies. In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees' monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027.
