Job Description
Weatherization Assistance Program (WAP) The Weatherization Assistance Program (WAP) increases the energy efficiency of dwellings owned or occupied by low-income persons. It requires advanced diagnostic skills and knowledge of how to implement cost-effective measures of selection and installation. Single-family homes, multifamily buildings, and mobile homes are eligible. Tallatoona Community Action Partnership provides WAP services to low-income clients in Bartow, Cobb, Floyd, Fulton, Gordon, Haralson, Paulding, and Polk counties. General Description The Weatherization Auditor must possess a general knowledge and understanding of regulations governing the U.S. Department of Energy's Weatherization Assistance Program, the U.S. Department of Health and Human Services Low-Income Home Energy Assistance Program. The Weatherization Inspection must also understand the WAP program per the contract administered by the Georgia Environmental Finance Authority (GEFA), OMB cost principles for non-profits, and Tallatoona CAP, Inc. policies and procedures. The Weatherization Auditor is responsible for the supervision of assigned WAP projects, ordering materials and the storage and safety of job materials. This position will be performing the final inspection on completed units to ensure that it aligns with the Georgia WAP Field Guides, State Plan, and Health and Safety Plan. The Weatherization Auditor reports directly to the Weatherization Program Director. General Duties and Responsibilities Complete and submit monthly reports per contract and other reports as necessary Ensure compliance with the terms and conditions of the "Georgia Low-Income Weatherization Assistance Plan" Ensures a quality, comprehensive weatherization service is provided at a consistently high level of effectiveness and program accountability Ensure safe Weatherization practices are performed and compliance to OSHA Safety Standards in order to safeguard the property of clients Auditor Duties and Responsibilities Use engineering skills to perform initial residential energy audits on client homes to determine cost of effective energy conservation measures. Utilize all health and safety measures to install per WAP program guidelines. Prepare work orders for contractors' bids Perform routine inspections of projects during operations for regulatory compliance monitoring Perform a thorough final inspection of all Weatherization projects upon completion to insure compliance to GEFA requirements, specifications, building codes, other regulations and Tallatoona CAP, Inc. standards Complete and post Attic Certifications as required Submit required reports in a timely manner Perform other duties as required or directed Physical Demands/Work Environment The Weatherization Auditor routinely interacts with staff, clients and vendors. The usual and customary methods of performing the job functions require the following physical demands: some lifting, carrying, pushing and/or pulling; some climbing and balancing, stooping, kneeling, crouching and or crawling. Regularly lift and/or move up to 20 pounds and occasionally lift and/or move up to 100 pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception and ability to adjust focus. The job is performed under some temperature and climate extremes and some hazardous conditions.
Skills and Abilities:
Strong written and verbal communication skills Capable of working with diverse populations. Data entry and Microsoft Office (Word, Excel) computer skills. Ability to organize, plan and schedule multiple jobs and multi-task. Must be willing and able to climb a ladder, access attics and crawl spaces. Experienced driver with valid GA driver's license, access to an automobile and adequate liability insurance. Be willing and able to travel to the eight county territory and attend trainings as required. Meet agency attendance policy.
Qualifications:
Must possess a high school diploma or GED equivalency. Building Professional Institute Energy (BPI) Auditor certification required, PBI Quality Control Inspector add on preferred Home EnergyAuditor - Strongly preferred, but will consider candidates with five or more years of experience with residential energy audits, residential construction or building inspection experience. Knowledge of
NEAT/MHEA
energy audits preferred Knowledge of Lead Safety for Renovation, Repair and Painting - Certification preferred Basic knowledge of carpentry (background in residential construction preferred) including a working knowledge of calibrated, hand and power tools Knowledge in use of blower door, infrared camera, and combustion appliance zone (CAZ) testing equipment is desirable Attend and complete mandatory training to enhance job skills as required and receive a minimum "satisfactory" grade in order to continue employment AAP/EEO Statement Tallatoona is an Equal Opportunity Employer. $47,840.00 - $58,240.00 per year
