Job Summary The Office of the State Auditor (OSA) Audit Practice Division performs external financial and compliance audits of local governments and is seeking applicants for a Director of Standards and Procedures as part of the Audit Division's Standards and Procedures' work. This position oversees the Audit Practice Division's compliance with established accounting and auditing standards, procedures, and regulations and is responsible for leading the Office of the State Auditor's (OSA) quality management program. The Director of Standards and Procedures has primary responsibility for: Overseeing technical review of financial and compliance audits to ensure reports are complete and in accordance with applicable professional standards including generally accepted accounting principles, auditing standards including governmental auditing standards, and single audit requirements. Provide technical guidance on accounting and auditing standards for the purpose of ensuring consistency in reporting and compliance with professional standards. On a continual basis, assess and document the OSA's system of quality management and make recommendations for improvement. The Director of Standards and Procedures is expected to report to the OSA's St. Paul main office or a regional office at least one day per week (St. Paul, Duluth, Mankato, Marshall, Moorhead, or Rochester). Reporting to the St. Paul office is required during peer review and other times based on the needs of the Audit Practice Deputy State Auditor or State Auditor. Qualifications Minimum Qualifications To be considered, a candidate must have: A bachelor's degree in accounting, or master's degree with an accounting concentration, from an accredited institution. A minimum of two (2) years of lead worker experience guiding professional audit staff in performing external financial and compliance audits of local governments working withGASB, GAAS, GAGAS, OMB
Compliance Supplement, and Legal Compliance Audit Guides in an audit setting. Experience implementing auditing and governmental accounting standards. Certified Public Accountant (CPA) active licensure. Preferred Qualifications Experience reviewing work performed to determine whether requirements of auditing and governmental accounting standards have been met. Experience working with and documenting requirements of the Government Auditing Standards' Quality Management Standards. Experience participating in work groups with external parties. Extensive knowledge in the application of audit tools such as or similar to Checkpoint and PPC. Two years of experience playing a lead role in the audits of large, complex, and/or specialized local governments; and Experience reviewing governmental financial reports for the purpose of increasing audit quality. Physical Requirements Requires occasional lifting and carrying of less than 10 pounds, along with walking and standing to perform job duties.
