OVERALL OBJECTIVE OF JOB
To conduct audits of County offices and departments, and to make recommendations to protect assets and optimize efficiency by ensuring compliance with internal control procedures, accounting standards, and various regulations. Acts as liaison between County Controller's office and external auditors.
ESSENTIAL FUNCTIONS OF JOB
Assists the Director of Audits to develop audit objectives, plans and scope by reviewing available information and conducting research. Assists the Director of Audit with writing audit programs, procedures and manuals to ensure compliance with accounting procedures and standards. Conducts financial audits and provides written analyses of same. Analyzes accounting and internal controls systems. Makes recommendations to strengthen systems and reduce control weaknesses. Assists external auditors with collection and preparation of audit schedules. Assists county offices in preparation of Federal and State reports. Verifies and corrects contractors payments administered through Commissioners Office. Operates computer and other office machines to prepare financial information. Prepares and makes various transfers and journal entries. Assists in daily accounting functions of the Controller's office and other County offices. Provides assistance/training to offices regarding accounting procedures, as needed. Conducts audit closing meetings. Communicates audit findings and recommendations in a manner that solicits understanding and approval. Reviews and executes agreed upon procedures as required. Develops spreadsheets that document as well as enhance the systems of internal control and compliance. Prepare reports, schedules and statements based on qualitative and quantitative evaluation of data Review and stay current on GASB standards and other best practices. Completes follow-up on audit recommendations.

Attends meetings and training sessions as required. Performs other job related duties as required.

Receives occasional instruction and some supervision from the Director of Auditing in regard to daily work duties.

WORKING CONDITIONS
Works indoors in adequate workspace, lighting, temperatures and ventilation. Works with average indoor exposure to noise, stress and disruptions. Travels occasionally, to various agencies and offices to conduct audits. Minimal overnight travel for training Normal indoor exposure to dust/dirt.
PHYSICAL AND MENTAL CONDITIONS
Must possess ability to record, convey and present information, explain procedures and follow instructions. Must be able to sit, stand and walk intermittently throughout the workday, with occasional periods of twisting, bending, stooping, and reaching, carrying, pushing and pulling necessary to carry out duties of job. Dexterity requirements range from simple to coordinated movements of fingers/hands; feet/legs; torso necessary to carry out duties of job. Sedentary work with occasional lifting and/or carrying of objects with a maximum weight of ten pounds. Must demonstrate emotional stability. Must be able to move frequently throughout the work day. Must be able to pay close attention to details and concentrate on work. Must be able to cope with the physical and mental stress of the position.

Must be able to speak and understand the English language in an understandable manner in order to carry out essential job duties. Must possess effective communication and interpersonal skills with the ability to convey audit results in an understandable manner to a variety of levels of auditees. Must possess initiative, critical thinking and problem solving skills. Must possess ability to function independently yet work effectively with clients, co-workers and others. Must possess ability to maintain confidentiality in regard to client and County information and records. Must possess the technical knowledge of operating personal computers and other office equipment. Must possess a willingness to travel as needed for meetings, audits, or other job-related duties. Must possess knowledge of commonly accepted accounting principles and procedures and ability to apply same to job duties. Must possess ability to assemble, analyze and prepare reports and statements of financial data. Must possess ability to apply and adapt established accounting methods to a variety of accounting transactions and situations within the County. Must possess ability to analyze and interpret accounting records, and to research issues in question. Must be proficient in Microsoft excel and word, as well as acrobat pro. Must have experience with crystal reports or other report writer software. Must have a high level of attention to detail. Must have the ability to remain objective and impartial with all auditees. Must possess a valid Driver's License.
