NOAA OCAO
Integrated Audit and Logistics Support Contract. This role supports the review and resolution of Department of Commerce Office of Inspector General (DOC OIG) hotline complaints referred to NOAA, conducting formal Administrative Inquiries and developing Management Alert memorandums. TJS offers a comprehensive benefit package including immediate medical enrollment and a generous 401k. This is a full time, 40 hours per week position. The work will primarily be performed remotely but will require occasional work on site in Washington, DC. The WORK This is a compliance-heavy, writing-intensive role. The right U.S. Citizen candidate is highly organized, detail-oriented, and experienced in fact-finding, investigations, and federal audit standards. Review assigned DOC OIG referrals and develop preliminary methodology outlines for Administrative Inquiries Research applicable policies, laws, regulations, and best practices related to allegation areas Draft interview questions for AIMO Director review and approval Schedule and conduct interviews with NOAA employees and contractors Request and obtain supporting documentation to substantiate or refute allegation findings Draft comprehensive Administrative Inquiry reports documenting the full scope of inquiry process and findings Develop recommendations for addressing substantiated allegations or deficiencies Draft Management Alert memorandums and Executive Summary memorandums with recommendations Draft Corrective Action Plan templates for NOAA management as required Review and assess sufficiency of implemented corrective actions Manage multiple concurrent Administrative Inquiries and/or Management Alert assignments simultaneously Track and document all assignments in AIMO's referral tracking system Conduct weekly tag-ups with AIMO Director to discuss work progress and assignment status Properly protect and secure all sensitive information including CUI and PII TheREQUIREMENTS
Bachelor's degree in Auditing, Accounting, Business Administration, or a bachelor's degree with 24 semester hours of Accounting Minimum 5 years of performance auditing experience — investigations, reviews, evaluations, or related area At least 1 year of experience in a lead or senior position Strong written communication skills — you will draft formal reports, memorandums, and findings documents Experience conducting interviews and performing fact-finding methodologies Experience with content analysis and risk analysis Ability to manage multiple assignments simultaneously under strict deadlines Experience supporting OIG, IG Act investigations, or administrative inquiry processes in a federal environment Familiarity with DOC or NOAA administrative processes and policies Experience drafting audit findings, corrective action plans, and management alert communications U.S. Citizen — required for NOAA Public Trust clearance processing Able to obtain a federal security clearance; active or recent federal security clearance preferred.
