ARE EXEMPT FROM THE CLASSIFIED SERVICE
  • Under general supervision, at the full-performance level, conduct tax audits involving on-site or off-site examination of the accounting systems, accounts, journals, invoices, inventories, and budget and financial records of individuals, businesses, corporations, and other entities to determine the proper reporting and payment of taxes and compliance with federal, state, and local rules and regulations.
May conduct desk audits from information and records supplied by taxpayers through electronic means such as compact disks, flash drives, etc. Examinations of records include a review for completeness, accuracy and compliance with statutory rules, regulations, policies and procedures governing the lawful completion of returns and reporting. Requires in-depth knowledge of state and federal tax laws and regulations and the ability to use independent judgment to apply in materials review. Interact with taxpayers or their representatives by written and oral communication, email, fax, phone or other methods. Utilize the Department Integrated Tax System to generate audit working papers and documentation necessary to complete the audit process. Review and test the Integrated Tax System as needed for functionality within the system and report problems or issues with the system. Required to follow confidentiality rules regarding taxpayer information. Contact with attorneys, accountants, business and government officials is extensive. May represent the State as a witness in hearings. Performs related work as required. The job may require frequent travel for audits conducted in the field, so a valid driver's license and availability of a reliable vehicle are required. The chosen applicant must have high-speed internet in their home. Preference may be shown to applicants who live in the Wheeling, WV area. Employment requires a fingerprint-based criminal-background check to be provided at the West Virginia Tax Division's expense. Failing to initiate the process or cooperate with this process, providing false or incomplete information, or discovery of disqualifying information will result in denial of, or dismissal from, employment or denial of transfer irrespective of when discovered. The chosen applicant will also be subject to a tax compliance check.

Training:
Bachelor's degree from a regionally accredited college or university with a major in accounting, auditing, business administration, economics, finance, financial management or a closely related field, which must have included twelve (12) semester hours of accounting.
Experience:
Three (3) years of full-time or equivalent part-time paid experience in professional tax related auditing or accounting work.
Substitution:
A Certified Public Accountant certificate may be substituted for all required experience. A Master's degree from a regionally accredited college or university in any of the areas listed above may substitute for two (2) years of experience.
Special Requirement:
A valid driver's license and the availability of an automobile is required. Possession of a working home telephone (either land line or cell phone) and the availability of highspeed internet access of at least four (4) to six (6) megabit speed is also required.
